Comprehensive care, positive results

In the health sector, the province has strengthened its direction to comprehensively improve the work of protecting and taking care of people's health. As a result, medical examination and treatment activities in the province have changed a lot. Some new and advanced techniques have been applied in some provincial hospitals. Hai Duong basically ensures enough medicine, chemicals, and medical supplies to serve the medical examination and treatment work for the people. Vaccines in the expanded immunization program are basically sufficient, no longer lacking as in the same period last year.

Since the beginning of the year, the number of patients in the province suffering from infectious diseases such as chickenpox and Covid-19 has decreased compared to the same period in 2023. The number of patients with dengue fever and hand, foot and mouth disease has increased by 20 and 172 cases respectively compared to the same period last year, but has been well controlled, with no serious or fatal cases. The province has not had any mass food poisoning cases. The sex ratio at birth has decreased by 3.47 percentage points compared to the same period last year.

In particular, last May, the Provincial Party Standing Committee organized the largest-ever meeting and dialogue with health sector staff. More than 2,000 opinions and proposals were received and directed by the provincial leaders to be resolved, gradually removing difficulties and obstacles for this sector. After the dialogue, the Provincial People's Council issued a Resolution promulgating regulations on the authority to decide on the procurement of assets, goods and services under the management of the province according to the Government's Decree, removing difficulties in bidding for the procurement of drugs, equipment and supplies for the health sector and education. Currently, the province's specialized agencies are actively preparing to advise on policies for recruitment, attraction and support for human resource training for this sector. Review and evaluate the overall needs for facilities and equipment to soon issue a Project to strengthen facilities and equipment for the health sector, submit it to competent authorities for approval in the third quarter of this year...

The province has also directed specialized agencies and localities to focus on implementing well the education sector. Hai Duong has completed the 2023-2024 school year program at all levels, organized the 10th grade entrance exam for public high schools to ensure safety, seriousness, and compliance with regulations. The whole province has 109 students winning prizes in the selection exam for the national excellent student competition in the 2023-2024 school year, and selected 108 students to join the team.

By the end of June, the rate of schools meeting national standards in the province was 78.1%. The education sector has promoted digital transformation, effectively implemented innovation in teaching methods, and diversified forms of teaching and learning. In the first half of this year, the People's Council of Hai Duong province continued to issue many resolutions deciding on investment policies to build and renovate infrastructure for the education and health sectors, with a budget of more than 1,000 billion VND.

In the health sector, it is worth noting the decision to invest in the project to build emergency, professional, technical, and inpatient buildings at the Provincial General Hospital with a total cost of nearly 737 billion VND; to build and upgrade the wastewater treatment system of the Mental Hospital and 4 District-level Medical Centers (Chi Linh, Kinh Mon, Kim Thanh, Thanh Ha) with a total cost of 54 billion VND.

In the field of education, the decision was made to invest in the project of building 3 high schools, including Ha Dong (Thanh Ha), Cam Giang 2, Kim Thanh with a total cost of 85 billion VND; building lecture halls of Hai Duong University with a cost of 100 billion VND; building the Provincial Center for Training Gifted Students with 40 billion VND...

Along with that, Hai Duong continues to allocate and disburse capital to implement projects carried over from the previous year, to be completed in 2024 for the items of Kinh Mon High School, Ninh Giang High School, Tue Tinh High School (Cam Giang), the Mental Hospital's Mental Health Treatment Center and the Elderly; invest in construction, renovation, upgrading and purchase of equipment for 12 district-level Medical Centers...

Under the direction of the province, agencies and localities are focusing on coordinating to remove difficulties and speed up the implementation of many large projects related to the construction, renovation and upgrading of infrastructure of the two above sectors that have been approved by the province in previous years.
