Courses that have enrolled in the High-Quality Training Program before December 1, 2023 will continue to be implemented until the end of the course.
The Ministry of Education and Training has just issued Circular No. 11/2023/TT-BGDDT abolishing Circular No. 23/2014/TT-BGDDT promulgating regulations on high-quality university-level training.
Abolish regulations on high-quality university training
Accordingly, Circular No. 23/2014/TT-BGDDT dated July 18, 2014 of the Minister of Education and Training promulgating regulations on high-quality university-level training is completely abolished.
Courses that have enrolled in the High-Quality Training Program according to Circular No. 23/2014/TT-BGDDT dated July 18, 2014 of the Minister of Education and Training promulgating regulations on high-quality training at university level before the effective date of this Circular shall continue to be implemented until the end of the course.
Circular No. 11 takes effect from December 1, 2023.
Currently, the current Law on Higher Education and Circular No. 17/2021/TT-BGDDT (regulations on training program standards; development, appraisal and promulgation of training programs for all levels of higher education) do not have the concept of high-quality training programs, so universities will no longer have this program.
