Although they play an important role in training and fostering political theory for grassroots cadres, district-level Political Centers in Hai Duong face many difficulties and inadequacies in their operations.
Lack of specialized lecturers
According to Regulation 208-QD/TW dated November 8, 2019 of the Central Party Secretariat (12th tenure), the staff of the District-level Political Center is from 4-6 people. The Organizing Committee of the Hai Duong Provincial Party Committee issued Decision No. 37-QD/BTCTU dated December 30, 2020 on the list of job positions and the structure of district-level civil servants. Accordingly, the District-level Political Center has 5 staff members including: Director who is the concurrent Head of the District-level Propaganda Department, 1 Deputy Director, 2 lecturers, 1 accountant (the accountant belongs to the group of shared expertise).
In fact, some district-level Political Centers are still operating without staff. The Political Centers of Binh Giang and Thanh Ha districts lack two full-time lecturers. Therefore, the Deputy Director of the Center has to take on many tasks.
Currently, teaching at the centers is mainly done by part-time lecturers at the facility and invited lecturers from the Provincial Political School. However, according to leaders of many district-level Political Centers, teaching at the centers is easily passive because it depends on the work schedule of the agency or unit where the part-time lecturers are working. Many classes at the Political Centers of Thanh Ha and Binh Giang districts have had to change their teaching schedules many times.
Inadequate treatment
Currently, some regulations on policies for cadres and lecturers of Political Training Centers have not received due attention.
Through the reporter's investigation, the District Political Center is a public service unit under the district Party agencies but is not entitled to 25% of the public service allowance and 30% of the Party work allowance. Long-time lecturers are only entitled to 30% of the teaching allowance and seniority allowance.
Comrade Vu Xuan Dat, Standing Deputy Secretary of Tu Ky District Party Committee, said that the existing shortcomings in the activities of the District Political Center related to remuneration policies, lack of specialized lecturers, etc. need to be addressed soon to stabilize and effectively operate the center.
Rethinking the "2 in 1" model
After 5 years of implementing the "2 in 1" model, the Head of the Propaganda Department and Director of the District Political Center in Hai Duong has shown many advantages but also many shortcomings and limitations.
Through the evaluation of the above model in some districts, the most obvious effect is the reduction of intermediary steps and the position of the Political Centers is enhanced compared to before. The Head of the Propaganda Department is also the Director of the Political Center, a member of the Standing Committee of the District Party Committee, the Town Party Committee, and the City Party Committee, so the policies and instructions of the Party Committee are immediately understood and implemented by the Head of the Department. The work of orienting the activities of the center is more convenient because previously it had to go through the approval and coordination of the leadership. This model both streamlines the staff and directly strengthens the leadership of the Standing Committee of the District Party Committee over the activities of the Political Center.
In Tu Ky district, when "unifying" the two positions, the Party Cell of the District Political Center was merged into the Party Cell of the Propaganda Department, with the Deputy Head of the Standing Committee of the District Party Committee's Propaganda Department as the Party Cell Secretary. The Trade Union of the District Political Center Party Cell merged with the Trade Union of the District Party Committee's Propaganda Department. Up to now, these organizations have been operating stably and effectively.
