On August 31, the Economic - Budget Committee of the People's Council of Hai Duong province surveyed the implementation results of the "One Commune One Product" (OCOP) Program in Ninh Giang and Cam Giang districts.
In Ninh Giang district, the delegation surveyed Hung Son Agricultural and Food Processing Enterprise for Export and Tuyet Nga Gai Cake and Gac Cake Production Facility.
According to the report of Ninh Giang District People's Committee, the locality currently has 6 out of 12 OCOP products put on e-commerce platforms. After being certified as OCOP, the economic value and quality of the products have been significantly improved. Some products have doubled their consumption output compared to before joining the program, such as Nga Toi gai cake and gac cake in Ninh Giang town (4,000 - 5,000 pieces/day), Boi village sausage in Tan Huong commune (100 kg/day), with partners signing long-term consumption contracts.
Some products such as egg tomatoes and pickled cucumbers of Hung Son Agricultural and Food Processing Enterprise are exported to foreign countries.
However, in Cam Giang district, the change from the OCOP Program is not clear. After 4 years of implementing the program, the district has 20 products achieving OCOP 3 stars or more. Up to now, 19 products have valid OCOP certificates, Phu Loc wine product has expired 4-star OCOP certificate but has not requested to be re-issued.
According to the report of Cam Giang District People's Committee, some products after being granted OCOP certificates have not been able to access the market better than before joining the program, and have not expanded their production scale, upgraded their quality, packaging, and labels. The reason is that production facilities have limited management capacity, limited finances, and small-scale production, and have not yet determined their benefits in participating in the program. There are many application documents for participating in the program, so the subjects are reluctant to implement it.
Cam Giang District People's Committee requested the Provincial People's Committee to continue to provide consulting support in preparing product profiles, analyzing quality, packaging, and labels in the coming time. At the same time, there is a mechanism to support machinery and equipment for establishments participating in the OCOP Program.
After this survey, the Economic - Budget Committee of Hai Duong Provincial People's Council will work with the Department of Agriculture and Rural Development on the results of implementing the OCOP Program in the province.
