Ms. Nguyen Thi Doan in Pham Tran (Gia Loc) has not yet submitted a request for approval as a poor household.

Hai Duong Newspaper received information that Ms. Nguyen Thi Doan in Gia Loc district (Hai Duong) is in difficult circumstances but has not been approved by the local authorities as a poor household.

Ms. Nguyen Thi Doan is currently single.

Ms. Doan was born in 1961, has no husband or children, and lives in Nam Cau 2 village, Pham Tran commune.

According to Ms. Doan, she used to live with her parents. When her parents passed away, all the land was left to her youngest brother, Mr. Nguyen Van Lieu. Loving her, Mr. Lieu built her a small house of about 20 m2.2next to his house. Last summer, when the weather was hot, Mr. Lieu invited his wife to live upstairs with him for more ventilation.

Ms. Doan currently has 1.1 sao of land growing squash, earning 4-5 million VND per year. Although she often gets sick, she limits going to the hospital because she is afraid of the expense.

Ms. Doan said: “I once asked the village officials to consider allowing me to be included in the list of poor households to receive health insurance support, making it easier to get medical examination and treatment and have a little money to stabilize my life, but it was not approved. Currently, all food and medical expenses are covered by relatives.”

In response to Ms. Doan's reflection, Mr. Tran Quang Hoa, Secretary and Head of Nam Cau 2 Village, said that the village has nearly 400 households with 1,200 people. In 2023, the village has 6 poor households and 5 near-poor households.

“In 2023, Ms. Doan came to see me and expressed her desire for health insurance support. I instructed her to submit a request for poor household approval to the village cadres, but she has not sent it since then,” Mr. Hoa said.

For the 6 households that are receiving the poor household policy and 5 households that are receiving the near-poor policy of the locality, their circumstances are assessed to be more difficult than Mrs. Doan's. For example, Mr. Phung Danh Thuy's household, he is disabled, his wife is in poor health, often sick, and is raising 3 young children. Mr. Hoang Van Luc's household has a terminal illness (recently passed away). As for the 5 near-poor households, their circumstances are also difficult. Mrs. Pham Thi Ty's son has passed away, her daughter-in-law has started another family, she has to raise a young grandchild; or Mrs. Nguyen Thi Hue's son has passed away, her daughter-in-law is mentally ill...

Mr. Hoa said that the process of reviewing poor and near-poor households in the village is carried out publicly and transparently. First, the locality will announce on the commune's loudspeaker system so that people can understand the policy of reviewing poor households. Families who meet the conditions will write a request to the village chief. The village chief will make a list of families and organize an expanded military-civilian conference to compare and contrast with the regulations. After reviewing the households that meet the criteria, the village will make a list and send it to the commune People's Committee.

Mr. Doan Van Thanh, a labor, war invalids and social affairs officer of Pham Tran commune, said that when receiving the list of villages, the officer in charge of the policy section coordinated with the village chief to go to each household and review it again. After that, the commune People's Committee organized a meeting with the commune leaders, representatives of departments, branches, organizations, representatives of schools, commune health stations, village chiefs, etc. When considering households that meet the criteria for the policy, the commune People's Committee will post the list at the commune People's Committee and the cultural houses of the villages for the people to know. After the prescribed time, if there is no response from the people, the commune People's Committee will make a list and propose it to the district People's Committee.

Currently, the People's Committee of Pham Tran commune is reviewing poor households in 2024 to enjoy the regime in 2025. According to the instructions of the Head of Nam Cau 2 village, Ms. Doan needs to submit an application to the village cadres, then the next steps can be taken to resolve Ms. Doan's wishes.
