Proposal to adjust the planning of the area east of Vo Nguyen Giap Avenue

At this meeting, the Department of Construction reported on a number of contents related to the regulations on decentralization in architectural management, the establishment of a council for appraisal of construction planning, urban planning and the plan to adjust the planning of the area east of Vo Nguyen Giap Avenue under the zoning plan of the Cultural - Sports, Education, Healthcare Complex and Residential Area combined with Commercial Services in the South of Hai Duong City, scale 1/2000.

After listening to the opinions of the delegates, the Provincial People's Committee basically agreed with the content of the submission on the issuance of a decision to decentralize some contents on architectural management in the province and the submission on the establishment of a Council for the appraisal of tasks and construction planning projects, urban planning under the approval authority of the Provincial People's Committee. Assign the Department of Construction to receive opinions, complete the content of the submission, and submit to the Provincial People's Committee for approval.

Regarding the content of adjusting the planning of the area east of Vo Nguyen Giap Avenue, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested the Hai Duong City People's Committee, the consulting unit, the Department of Construction and related departments and branches to review and complete the planning adjustment project, and report back to the Provincial People's Committee as soon as possible. The planning adjustment must be consistent with the approved master plan.

According to the report of the Department of Construction, the adjustment of the area east of Vo Nguyen Giap Avenue is to concretize the approved master plan, in accordance with the development policies and orientations of the province and Hai Duong City, in accordance with the legal regulations on urban planning, as a basis for implementing detailed planning and construction management according to the approved plan. The area west of Vo Nguyen Giap Avenue will be reviewed, studied and adjusted in the period after the master plan adjustment project of Hai Duong City is approved by the Prime Minister.

Continue to implement 6 key traffic projects

Also at the meeting, the Department of Transport reported on the implementation plan of key transport projects and works invested by the district People's Committee. According to the report of the department, during the implementation process, projects encounter difficulties in capital sources, it is necessary to review and consider the ability to balance capital sources, propose to prioritize some works or reduce the scale, and divide the investment projects to implement step by step according to the list approved by the Provincial People's Council.

After listening to the opinions of the delegates attending the meeting, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, directed and assigned the Department of Planning and Investment to coordinate with the Provincial People's Committee Office to complete the report of the Provincial People's Committee. Based on the plan to arrange the order of priority and investment phases, review the ability to mobilize capital from land use revenue sources to advise, select, and submit to the Provincial People's Committee for approval to adjust the list of key projects and source-generating projects assigned to the District People's Committees for implementation. In which, 6 key projects will continue to be implemented, including: Ring Road 1, Vu Cong Dan Road (Hai Duong City), East-West axis road of Kim Thanh district, Thanh Mien district road, Tan An road and bridge (Chi Linh), Provincial Road 395 of Binh Giang district. According to the report of the Department of Transport, of the 21 key transport projects assigned to the District People's Committees to implement in the 2021-2025 period according to Resolution No. 59 of the Provincial People's Council, up to now, only 3 projects have started construction, 1 project is about to start construction, 7 projects have completed the feasibility study report, 6 projects have approved the investment policy or completed the report proposing the investment policy, and 4 projects have not been implemented.

After more than 1 year of implementation, the implementation of key transport projects assigned to the district People's Committee as the investor has not achieved the required progress. The main reason is due to difficulties in balancing and mobilizing capital. In addition to 4 projects that have started and are about to start, the remaining projects have not been able to balance capital sources. According to the review and assessment of the Department of Planning and Investment, in addition to some districts that have ensured the ability to balance capital, some districts are at risk of not meeting the land use fee collection plan according to the plan for the period of 2021 - 2025 due to the sluggish real estate market. Therefore, it is necessary to review and consider the ability to balance capital sources, propose to prioritize some projects or reduce the scale and phase the investment projects to implement step by step according to the list approved by the Provincial People's Council. The Department of Transport proposed to transfer 2 projects to the province for investment and assign the Provincial Construction Investment Project Management Board to implement. Propose priority arrangement and investment phase plan for the remaining 19 projects.
