Proud Achievement

Cadres and cadre work are always particularly important factors, having a decisive meaning for the victory of the revolutionary cause. During his lifetime, President Ho Chi Minh repeatedly affirmed: “Cadres are the root of all work”, “success or failure depends on good or bad cadres”, “training cadres is the fundamental work of the Party…”.

Thoroughly imbued with his ideology, our Party continues to affirm that personnel work is the “key of the keys” and that training and fostering cadres is a regular task of the Party. Today, the Party is interested in leading and directing the construction of a system of Party schools from the Central to local levels that meet standards and promulgating many documents regulating the theoretical study regime in the Party, pointing out signs of ideological, political, moral and lifestyle degradation in a number of cadres and Party members, including the manifestation of “laziness in studying theory”...

Implementing the Party's guiding viewpoints and President Ho Chi Minh's ideology, the Provincial Party Committee paid great attention to cadre work and cadre training and fostering in particular. To train cadres for the resistance war and national construction, in early 1952, the Provincial School of Administration was established, directly under the Provincial Administrative Committee. Implementing the Provincial Party Committee's policy on establishing a specialized agency to train and foster cadres for the Party, in late 1956, the Provincial Party School was established, directly under the Provincial Party Committee's Propaganda Department. In 1963, under the leadership of the Provincial Party Committee, on July 27, the Provincial Administrative Committee issued Decision No. 01/TCCB "on merging the Provincial School of Administration into the Hai Duong Provincial Party School" to form the Provincial Party School. Through many stages, many separations and mergers, the school has had many names. In January 1997, the Provincial Political School was re-established along with the re-establishment of the province.

Over the past 60 years, under the leadership of the Provincial Party Committee, the Provincial Political School has grown steadily, becoming a prestigious place for training, fostering cadres and conducting scientific research at the provincial level. Thousands of classes have been organized by the school; hundreds of thousands of cadres and key party members have studied, researched and trained here, many of whom have become key leaders at all levels in the province... Through monitoring and evaluation, it can be seen that the majority of students after being trained and fostered at the school have actively and proactively applied the knowledge they have learned into practice, making an important contribution to the successful implementation of the tasks of building and protecting the Fatherland, developing the socio-economy; ensuring local security and defense.

With its important achievements and contributions to the common cause, the Provincial Political School has been honored to receive many noble titles and awards from the Party and the State. These are the First Class Labor Medal (2013), Second Class (2003) and Third Class (1995). Many collectives and individuals of the school have been awarded medals and certificates of merit by the Party, the State, and the Prime Minister; and have been awarded many certificates of merit by the Ho Chi Minh National Academy of Politics, the Provincial Party Committee, the Provincial People's Committee, and agencies in the province...

The above proud achievements are the crystallization of the 60-year tradition of construction and development, from the intelligence, persistent and long-term efforts of generations of cadres, lecturers and students of the school. It is also the result of the close professional guidance of the Ho Chi Minh National Academy of Politics, and at the same time the result of the determination and consensus in leadership, direction, coordination and support for the school by the entire political system in the province.

Currently, Hai Duong is entering a new development phase with higher goals, requirements and tasks. To contribute to the successful implementation of the Resolution of the 17th Provincial Party Congress, since the beginning of the term, the Provincial Party Committee has implemented a breakthrough in personnel work with an important solution of improving the quality of training and fostering both ethics, expertise and political theory for the team of cadres, civil servants and public employees in order to build a team of cadres, especially leaders with sufficient qualities, capacity and prestige, meeting the requirements of building and developing the province.

Institutionalizing Regulation No. 11-QD/TW, dated May 19, 2021 of the Secretariat on standard political schools, in 2021, the Standing Committee of the Provincial Party Committee issued two important projects: Project No. 02-DA/TU dated August 15, 2021 on personnel work and Project No. 03-DA/TU dated October 20, 2021 on building a standard Provincial Political School, a center for training and fostering cadres, civil servants and public employees of the province for the period 2021 - 2030. The Standing Committee of the Provincial Party Committee determined that building a standard Political School would directly contribute to improving the quality of cadres of the province, while helping the school to better perform its functions and tasks, commensurate with the position and role of a provincial political school.

In the coming time, to continue to build the Provincial Political School to soon reach level 1 and level 2 standards, worthy of being a center for training, fostering cadres and high-quality scientific research of the province, meeting new development requirements, the Provincial Political School needs to base on its functions and tasks, focus on building a long-term development strategy, determining the mission, vision... as well as the immediate development orientation of the school. At the same time, it is necessary to focus on implementing key tasks well.

Firstly, continue to promote the 60-year tradition, proactively and actively advise the Provincial Party Committee to direct the successful implementation of Project No. 03-DA/TU, in which pay attention to coordinating with relevant departments, branches and sectors to focus on implementing the key criteria of the project, especially those criteria that are still facing many difficulties such as investment in building facilities, scientific research, building a team of cadres and lecturers.

Second, thoroughly grasp and implement Regulation No. 1101-QDi/TU dated December 31, 2019 of the Provincial Party Committee Standing Committee on the functions, tasks, and organizational structure of the Provincial Political School. Gradually perfect the organizational structure; effectively manage, exploit, and use facilities and equipment; promote democracy, strengthen discipline and order, and increasingly better meet the requirements for training and fostering the province's staff.

Third, innovate and improve the quality of training and fostering cadres; promote scientific research, summarize practices, expand the scale and types of training and fostering cadres. In training and fostering, it is necessary to pay attention to diversifying types suitable to the needs of learning to improve the level of political theory, skills, professional skills, and public ethics for each group of subjects, according to job positions. In scientific research, it is necessary to closely follow the reality and the policies and strategic development orientations of the province, especially the key programs, breakthroughs, choose practical research issues, and solve the demands from the practical development of the locality.

Fourth, build a Party organization and a school that is united, clean, and strong in all aspects. Focus on building a team of Party members, cadres, and lecturers with strong political and ideological stance; exemplary in moral qualities and lifestyle; good at theory, knowledgeable in practice; proficient in skills and expertise; loving the profession, enthusiastic, and dedicated to work.

Fifth, for the school's students, it is necessary to raise their sense of self-awareness and responsibility; resolutely overcome the fear of studying and laziness in studying political theory, determine the right motivation and attitude towards studying; creatively apply the knowledge and skills learned into practice... to be worthy of being Party cadres, studying and training in the Party's educational environment.

For Hai Duong, the focus on investing, building, and training a team of qualified cadres and lecturers of the Provincial Political School, commensurate with the role, position, and contributions of the school over the past 60 years, is a priority task in this term and the next period. The province will always pay attention to leading, directing, and allocating timely and appropriate resources to develop the school. In the immediate future, the province will focus on investing in building the school in a new, better location, modernizing facilities, technology, and information technology infrastructure, meeting the requirements of building a level 1 and level 2 school in the fourth industrial revolution; building the school into a center for training and fostering high-quality provincial-level cadres, making a worthy contribution to the implementation of the "root work of the Party" and the cadre work of the Provincial Party Committee.
