On January 17, in Hanoi, Vietnam Social Security held a national online conference to deploy social insurance and health insurance work in 2024.
Comrade Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister attended and directed the conference.
Attending the conference at the Hai Duong province bridge point were comrade Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee for the implementation of social insurance and health insurance policies of Hai Duong province, along with leaders of relevant departments and branches.
Complete and exceed all targets
Speaking at the opening of the conference, General Director of Vietnam Social Security Nguyen The Manh emphasized that 2023 passed with many difficulties and challenges, but it was also a year that left many important marks for the Vietnamese social insurance industry.
The entire industry has set high determination, made efforts to overcome difficulties, and synchronously and flexibly implemented solutions to complete and exceed key targets in the field of social security.
Accordingly, social insurance and health insurance coverage continues to increase, especially the rate of people participating in health insurance develops sustainably.
Nationwide, about 18.26 million people participate in social insurance, reaching 39.25% of the working-age workforce, of which about 1.83 million people participate in voluntary social insurance, reaching 3.92% of the working-age workforce (exceeding 1.42% of the target by 2025 in Resolution No. 28-NQ/TW of the Central Executive Committee); 14.7 million people participate in unemployment insurance, reaching nearly 31.6% of the working-age workforce.
In particular, more than 93.3 million people participated in health insurance, reaching 93.35% of the population (exceeding 0.15% compared to Resolution 01/NQ-CP of the Government) and is a socio-economic target exceeding the target set in Resolution No. 68/2022/QH15 of the National Assembly, approaching the goal of universal health insurance.
Digital transformation has been implemented drastically and effectively. Project 06 has created a breakthrough in management; administrative procedures have been regularly reviewed and simplified to create maximum convenience for people and businesses, which has been highly appreciated by people and society; the set of administrative procedures has been reduced from 114 procedures (in 2015) to only 25 procedures.
In particular, up to now, 100% of health insurance medical examination and treatment facilities (12,851 facilities) nationwide have implemented health insurance medical examination and treatment using citizen identification cards, which not only shortens the time and procedures for medical examination and treatment, improves service quality, but also helps manage and effectively use the health insurance fund.
The Vietnam Social Insurance sector has proactively and actively coordinated with relevant ministries and sectors to build and enrich the national insurance database: more than 95 million demographic information in the database managed by the Vietnam Social Insurance has been verified with the national population database, including about 86.6 million people participating in and receiving social insurance, health insurance, and unemployment insurance. This is an important basis and platform for connection, sharing, serving the management of the sector and reforming administrative procedures.
Deploying 8 key tasks...
On behalf of the Government leaders, Deputy Prime Minister Le Minh Khai commended the collective of civil servants, public employees and workers in the entire Vietnam social insurance sector for their efforts and determination to overcome difficulties and challenges to achieve the above remarkable achievements, contributing to stabilizing and developing the country's socio-economy and ensuring social security for the people.
The Deputy Prime Minister emphasized that the Vietnamese social insurance sector has contributed many important results in implementing the social security policies of the Party and State.
This is one of the bright spots in the socio-economic picture in 2023, contributing to the innovation of the approach to social policy as General Secretary Nguyen Phu Trong concluded at the 8th Central Conference, 13th tenure: social development "from security and stability to stability and development; associated with sustainable social development management, improving social welfare for all people, ensuring social security, human security, social security"; affirming the superiority of the socialist regime in our country under the leadership of the Party.
It is forecasted that in 2024, the socio-economic situation will continue to face many difficulties and challenges. To continue to fulfill the targets and tasks of 2024, Deputy Prime Minister Le Minh Khai requested that the Vietnamese social insurance sector focus on implementing 8 key groups of solutions.
The social insurance sector closely follows the direction of the Party, the National Assembly, the Government and the goals and plans in the Strategy for the Development of the Vietnam Social Insurance Sector to 2030 according to Decision No. 38/QD-TTg of the Prime Minister, promptly concretizing them into goals, tasks and solutions for implementation throughout the sector.
Grasp and evaluate the difficulties in implementation, from there, closely coordinate with all levels and sectors to propose amendments and supplements to policies and laws accordingly. Further innovate the content, form and methods of communication so that people can best access all information on social insurance, health insurance and unemployment insurance.
Synchronously deploy solutions to develop participants; urge collection and reduce late payment; promptly and fully resolve and pay social insurance, health insurance and unemployment insurance benefits; strengthen inspection and surprise checks; promptly handle violations.
Continue to review and simplify administrative procedures; expand the forms of providing online public services at level 4. Accelerate digital transformation; complete and connect specialized data systems on social insurance, health insurance; national database on insurance...
At the conference, authorized by the President and Prime Minister, Deputy Prime Minister Le Minh Khai awarded the Third Class Labor Medal to two individuals of Vietnam Social Security, including: Mr. Do Ngoc Tho, Head of the Social Insurance Policy Implementation Board and Ms. Nguyen Thu Huong, Deputy Director of the Inspection and Examination Department, for their outstanding achievements in the work from 2017 to 2021, contributing to the cause of building socialism and defending the Fatherland; the title "National Emulation Fighter" to Mr. Nguyen The Manh, General Director of Vietnam Social Security, for his outstanding achievements in the patriotic emulation movement.
