Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested agencies, units and localities to assess the actual situation of social insurance participants. It is necessary to clearly point out limitations and analyze subjective and objective causes when the social insurance target, one of the two socio-economic development targets in 2023, does not meet the set target. In particular, focus on assessing subjective causes and responsibilities of departments, branches and localities when social insurance development does not meet the set target. From there, build a suitable development plan with specific and effective solutions.

The Standing Vice Chairman of the Provincial People's Committee noted that in order to develop sustainable social insurance, it is necessary to flexibly apply measures, from advocacy, propaganda to urging implementation, inspecting and examining businesses that circumvent the law and evade paying social insurance for employees. Strictly handle acts of profiteering from social insurance.

Faced with the forecast of difficulty in achieving the target of social insurance development, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban suggested that in the coming time, the province will welcome a large wave of investment, so the demand for labor will be high. Therefore, relevant agencies and units must coordinate and proactively prepare human resources to meet the requirements of enterprises. This is an opportunity to help the province achieve the target of social insurance development.

According to the report of the Department of Labor, War Invalids and Social Affairs, by the end of October 2023, the number of working-age people participating in social insurance in the province was 419,174, a decrease of 3,881 people compared to the end of 2022, reaching 44.74%. Of which, 46,547 people participated in voluntary social insurance, reaching 4.95% of working-age people. According to the targets of Resolution No. 28-NQ/TW of the Central Executive Committee dated May 23, 2018 and the reform of social insurance policies, the province basically achieved the target by 2025 (the target is 45%). However, according to the Resolution of the 17th Provincial Party Congress for the 2020-2025 term, it is very difficult to complete the target of 55% of the workforce participating in social insurance.

By the end of October 2023, the number of people participating in unemployment insurance was 358,667, reaching 38.56% of the working-age workforce. In 2022, the rate of working-age workers participating in unemployment insurance exceeded the target set by Resolution No. 28-NQ/TW to reach 4.1% by 2025 (the target is 35%). However, compared to the province's plan to reach 47% by 2025, it will be difficult to achieve.

It is expected that by the end of 2023, Hai Duong will have 136,576 people over working age receiving pensions, social insurance and monthly social allowances, accounting for 40.7% of people over working age. According to Resolution No. 28-NQ/TW and the province's plan, it will be difficult for the province to achieve the target of 55% by 2025.
