On the afternoon of May 23, Comrade Luu Van Ban, Permanent Vice Chairman of the Provincial People's Committee chaired the regular meeting of May (4th time) of the Hai Duong Provincial People's Committee, reviewing the planning tasks of a number of industrial parks and subdivisions of Hai Duong City.

At the meeting, the Department of Construction and the consulting unit reported on the zoning plan for the expanded Dai An industrial park.,Construction zoning plan for Kim Thanh 2 industrial park; zoning planning tasks for the wards: Cam Thuong, Binh Han, Ngoc Chau, Nhi Chau, Tu Minh, Viet Hoa (Hai Duong city).

The expanded Dai An Industrial Park was approved by the Provincial People's Committee for a detailed construction plan of 1/5000 in 2006. However, after many adjustments, some of the local adjustments are not in accordance with regulations. In addition, the current policy on industrial park development management has changed. Therefore, it is necessary to establish a detailed construction plan for the expanded Dai An Industrial Park to comply with current construction and investment laws, in accordance with the approved provincial planning; as a basis for establishing detailed construction plans for areas in the industrial park, establishing investment projects for infrastructure construction and business, and granting construction permits.

According to the old planning, the average factory height is from 1-2 floors, the maximum allowable construction density is 60%, which is no longer suitable for production requirements in the current period, causing difficulties in attracting industrial production enterprises, leading to low land use efficiency. Standard QCVN 01:2021/BXD has stipulated a maximum construction density of 70% for factories with 5 production floors, so it is necessary to review and establish a new plan to comply with the new standards and planning, promote investment attraction, improve land use efficiency, and increase revenue (from taxes) for the state budget.

After adjustment, factories and plants of secondary investors are built with a height of 5 floors (equivalent to 40 m) in the entire Dai An Industrial Park.

In addition, the new planning adds investment in building trade union facilities in industrial parks, service facilities serving workers and laborers in industrial parks...

Standing Vice Chairman of the Provincial People's Committee Luu Van Ban agreed with the content of the project. The Department of Construction was assigned to receive comments at the meeting and promptly complete the report of the Party Committee of the Provincial People's Committee no later than the morning of May 27, as a basis for reporting to the Provincial Party Committee Standing Committee; at the same time, the Department completed the documents and reports to submit to the People's Council.

The Provincial People's Committee basically agreed on the content of the zoning plan for the construction of Kim Thanh 2 Industrial Park, scale 1/2000. The research location for the construction of Kim Thanh 2 Industrial Park is located in Dai Duc and Tam Ky communes (Kim Thanh). The total area is 450.03 hectares, including the industrial park planning area of ​​437.24 hectares and the infrastructure connection planning of 12.79 hectares. The north borders National Highway 17B, residential areas of Dai Duc and Tam Ky communes; the south borders the Lach Tray river dike, residential areas of Tam Ky commune; the east borders the border of An Hoa commune (Hai Phong), the west borders residential areas of Dai Duc commune and cultivated land of Lien Hoa commune.

At the meeting, the Provincial People's Committee also approved 4 tasks of zoning planning for some areas in Hai Duong city.

Sub-zone 1A (adjusting the sub-zone of Viet Hoa ward) has a planning research scale of about 570 hectares.

Sub-zone 1B (adjusting the sub-zone of Tu Minh ward) has a planning research scale of about 737.98 hectares.

Zoning plan 1E (adjusting zoning of Cam Thuong ward and Binh Han ward) has a planning research scale of about 352 hectares.

Zoning plan 1H (adjusting the zoning of Ngoc Chau ward and Nhi Chau ward) has a planning research scale of about 275 hectares.
