The four clubs have submitted applications to an independent arbitration panel investigating 130 allegations of financial misconduct against Man City. A decision on Man City is not expected to be finalised until early 2025, but the four clubs fear that if they do not submit their applications first, they will not be entitled to compensation.

Man City's fraud case exposed by German newspaperSpiegelFirst published on November 5, 2018, based on documentsFootball Leakshacked. Lawyers for the four clubs said that the deadline for filing a claim for compensation could be six years from that date. Therefore, these four teams completed the procedure before November 5, 2024.

If Man City are found guilty, the four clubs could receive compensation for losing the title, Champions League and European Cup. The compensation the teams receive could amount to hundreds of millions of pounds.

Under Premier League rules, clubs cannot sue each other in court. But they can do so through an independent arbitration panel. Five clubs – Leeds United, Leicester City, Nottingham Forest, Burnley and Southampton – applied for compensation after Everton breached financial regulations and were docked points last season. But they have either withdrawn their applications or have not received compensation.

Man City were initially accused of 115 financial breaches by the Premier League, with the league later adding 15 charges, bringing the number to 130. Among the charges were Man City's failure to provide accurate financial information for nine seasons from 2009-2018, failure to provide full details of coach Roberto Mancini's salary during his four seasons in charge from 2009-2013, and failure to provide full details of players' salaries.

They are also accused of failing to cooperate with the investigation and failing to turn over requested documents for five seasons from 2018 to 2023.

During the 2009-2018 period, Man Utd finished second in the Premier League twice behind Man City (in 2012 and 2018). Liverpool finished second once behind Man City in 2014. Arsenal missed out on a place in the 2017-2018 Champions League because they finished behind Man City. Tottenham also finished fifth several times during this period, so they were not allowed to participate in the Champions League.
