Request to return 10 million VND in parent fund payment in Ho Chi Minh City

On the morning of September 28, answering reporters regarding the incident of "a first grade parent accusing a teacher of collecting 10 million VND/student", Ms. Thai Thi Hong Nga, Vice Chairman of the People's Committee of Binh Thanh District - affirmed that the People's Committee of the district had directed and assigned the Department of Education and Training to issue a decision to criticize the principal of Hong Ha Primary School - Ms. Bui Thi Hai Yen.

At the same time, the Department of Education and Training of Binh Thanh District requested Hong Ha Primary School to review the homeroom teacher of class 1/2 for allowing the situation of illegal revenue and expenditure.

"As soon as there was public opinion about this, the District Party Committee and People's Committee of Binh Thanh District immediately directed the Department of Education and Training of Binh Thanh District to rectify the matter. Thereby, we also once again directed the principals of schools to collect fees in accordance with regulations, circulars and strictly follow the direction of the City" - Ms. Nga said.

Also on the morning of September 28, Ms. Pham Thi Thuy, Deputy Head of the Department of Education and Training of Binh Thanh District, said that yesterday, September 27, this agency requested the principal of Hong Ha Primary School to immediately stop collecting illegal parent fund fees as reported by the press.

In a press release sent out on the morning of September 28, the Binh Thanh District Department of Education and Training said it had requested the class 1/2 representative board to refund the classroom renovation fee to the parents because it was collected incorrectly. This amount is equivalent to VND227,030,000.

The Department of Education and Training of Binh Thanh District also requested the parents' representative committee of grade 1/2 students to refund expenses such as entertainment expenses, food expenses, fabric expenses, support expenses for Ms. Thu HKI, Internet connection expenses, lantern expenses... with a total amount of 20,515,000 VND to parents because they were illegal expenses.

As for expenses such as buying gifts for back to school, buying supplies for students, cleaning classrooms, the representative board is allowed to spend 12,783,000 VND.

In addition, the Department of Education and Training of Binh Thanh District also requested the school to monitor and supervise the refund of this illegal revenue and expenditure and promptly report to the department.
