Each school must be truly transparent about its fees and the parent-teacher association must do its job properly.
In the evening, Mr. Huan had just finished dinner when he saw Mr. Dao coming over to visit. Before he could sit down to drink tea, Mr. Dao spoke to Mr. Huan with an annoyed expression:
- Sir, I just read in the newspaper that a school in Hai Duong has planned to charge students too high a fee, showing signs of overcharging. The provincial People's Committee immediately requested clarification of this information. It's really... "one bad apple spoiling the barrel" in the education sector.
Knowing that Mr. Dao was an honest and upright teacher, the overcharging of students made him very upset. Mr. Huan calmly replied:
- Sir, we sometimes hear about illegal collection somewhere. Well, this year the incident happened in our province, and it was just a sign, so all levels and sectors were immediately asked to clarify and rectify it. I believe that this urgent and strong intervention will make other schools see the "bad example" and not dare to repeat it.
- I hope so. But to make all educational institutions collect the right amount of fees, and collect them reasonably is not an easy task at all.
- You are right. Like a few years ago, I had a nephew in kindergarten. During the summer vacation, I heard that the school asked for policies and funding to renovate the school. The yard and gate were not included in the finalized items, but the school still did it. When the new school year started, at the parent meeting, the homeroom teacher informed and asked parents to contribute funds to support the school. That is also a manifestation of overcharging because if it is socialized, there must be discussion and agreement from the parents right from the beginning of the implementation. And during the implementation process, there must also be supervision from the parent representatives.
- So did everyone agree to contribute? - Mr. Dao asked curiously.
- Well, at that time, some parents did not agree, partly because the amount of money was quite a lot compared to the income of workers, partly because they felt they were being put in a fait accompli situation and were very upset. I don't know about other classes, but in my class, the teacher saw that the situation seemed tense, so after a while, she left the classroom and announced that she would not collect the fee anymore. But you know what, at the second parent meeting, the parent representative committee stood up to persuade them, and then the parents had to pay the fee to get it over with.
- As I said, it is very difficult to prevent illegal collection of fees from being distorted. The most important thing is that each school must truly publicize the fees and the parent-teacher association must do its job properly to put an end to this distortion.
- I think so too - Mr. Huan nodded.
