With many innovative and creative methods, Party building work in the Provincial Party Committee of Agencies has had many changes and clear results.

Do a great job of breaking new ground

The Provincial Party Committee of the Provincial Civil Servants' Block is the first unit in the province to issue a framework of criteria for assessing the quality of Party cell activities to be deployed throughout the Party Committee. This is an important solution to rectify and overcome limitations and weaknesses in Party cell activities, contributing to improving the leadership capacity and fighting strength of Party committees and Party cells at all levels. Improving the quality of activities of Party committees and Party cells at all levels is also a breakthrough task that the Standing Committee of the Party Committee of the Block has chosen to focus on leading and directing right from the beginning of this term.

Along with implementing the breakthrough work of the 2020 - 2025 term, which is to improve the quality of Party committee and Party cell activities; to do a good job of planning, training, fostering, and building a contingent of Party committees at all levels to meet the requirements of tasks in the new situation, every year the Standing Committee of the Provincial Party Committee of the State Agencies Bloc selects and registers with the Standing Committee of the Provincial Party Committee 1 to 2 tasks to lead, direct, and complete each year. In 2022, along with the collective breakthrough work, the Standing Committee of the Provincial Party Committee of the State Agencies Bloc directs and approves 12 breakthrough and creative tasks of the comrades in the Standing Committee, leaders of the departments, and the Office of the Party Committee of the Bloc to create a clear and comprehensive change in Party building work. The Secretary of the Provincial Party Committee of the State Agencies Bloc also registered and was approved by the Standing Committee of the Provincial Party Committee 2 breakthrough tasks to complete each year. In 2022 alone, Party committees and grassroots Party cells in the Party Committee selected and registered 134 breakthrough tasks to focus on implementing.

The implementation of breakthroughs is closely linked to promoting the role and responsibility of setting an example for cadres and party members in studying and following Ho Chi Minh's ideology, morality and lifestyle. Summarizing 1 year of implementing Conclusion 01-KL/TW dated May 18, 2021 on continuing to implement Directive 05-CT/TW dated May 15, 2016 of the Politburo, in the entire Party, there were 72 collectives and 740 typical individuals in studying and following Ho Chi Minh's ideology, morality and lifestyle who were commended and recorded in the Book of "good people, good deeds"; 13 typical collectives and individuals were commended by the Provincial Party Committee of the Provincial Party Committee.

Comrade Nguyen Thuy Ha, Secretary of the Provincial Party Committee of the Provincial Public Security Bloc, said: “The breakthrough tasks of individuals and collectives are all aimed at overcoming shortcomings, limitations, and outstanding concerns in agencies and units. The approval, assignment of tasks, and monitoring of implementation are clearly decentralized. The results of implementing breakthrough tasks are important criteria to evaluate the level of task completion of party organizations, committees, cadres, and party members.”

Improve the quality of operations

The Standing Committee of the Provincial Party Committee of the Public Security Sector focuses on ideological education, dissemination and propaganda of the Party's resolutions. Closely following the orientations of the Central and Provincial Party Committees, along with promoting propaganda and ideological education for cadres and party members at each level of the Party Committee, the Standing Committee of the Provincial Party Committee of the Public Security Sector also effectively organizes political and ideological activities. Since the beginning of the term, the Provincial Party Committee of the Public Security Sector has organized 15 training courses on political theory and Party building skills for cadres and party members in the entire Party Committee. Organizing classes according to each sector, field, and for each specific subject has contributed to improving quality and creating changes in the work.

The work of building a contingent of cadres at the Provincial Party Committee of the State Agencies Bloc also has new features. The Standing Committee of the Provincial Party Committee of the State Agencies Bloc has developed and issued many documents for synchronous, unified and effective implementation in order to build a contingent of cadres to meet the requirements of the tasks. In particular, in 2022, the Party Committee of the Bloc advised, proposed and was unanimously approved by the Standing Committee of the Provincial Party Committee to review and supplement the planning of Party committees at all levels under the management of the Standing Committee of the Party Committee of the Bloc; approved the planning of Party committees and key positions of 100% of Party cells and grassroots Party committees for the 2020-2025 term and the 2025-2030 term. This helps grassroots Party committees and the Bloc Party Committee proactively take the initiative in human resources to supplement and consolidate when there are fluctuations, and at the same time prepare a step ahead of the human resources of grassroots Party committees for the 2025-2030 term.

The Standing Committee of the Provincial Party Committee of Agencies organized a training course to foster professional skills in office work at the Party Committee level in 2022.

In order to effectively carry out tasks, the inspection, supervision and enforcement of party discipline work has also been led and implemented by party committees and party organizations in the Provincial Party Committee of the Provincial Party Committee, in an increasingly orderly and quality manner. In addition to the inspection and supervision program of the Executive Committee, the Standing Committee, and the Party Committee Inspection Committee of the Party Committee of the Block, the Standing Committee of the Party Committee of the Block directs the professional departments and the Office of the Party Committee of the Block to develop an inspection program for grassroots party organizations according to their functions, tasks and authority. The subjects of inspection and supervision by the Standing Committee of the Party Committee of the Block are not only focused on the subjects of party committees, party cells, cadres and party members at the grassroots level. In 2022, the Standing Committee of the Party Committee of the Block has developed a supervision program for professional departments and heads of professional departments of the Party Committee of the Block.

The results of Party building work in the Provincial Party Committee of the State Agencies in the past time show that in each field, there are different creative and effective ways of doing things, and all are aimed at the common goal of building a clean and strong Party Committee of the State Agencies in all aspects. These results are an important premise and motivation for the Provincial Party Committee of the State Agencies to continue to strive to compete and successfully implement the Resolution of the Party Congress of the State Agencies for the 2020-2025 term, contributing positively to the socio-economic development of Hai Duong province.
