The Party building organization sector focuses on advising on preparations for Party Congresses at all levels.

Speaking at the Conference, Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission affirmed that the entire sector has closely followed the leadership and direction of the Politburo and the Secretariat, making efforts to advise on the successful completion of projects and tasks, ensuring progress and quality. In the fourth quarter of 2024, the tasks of the Party Building and Organization Sector are very heavy. Head of the Central Organization Commission Le Minh Hung requested the entire sector to focus on implementing a number of key tasks well: focus on advising on the completion of projects and tasks assigned by the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels according to the 2024 Work Program, ensuring quality and progress. Focus on advising on the preparation of Party Congresses at all levels towards the 14th National Party Congress.

The organizing committees of Party committees at all levels advise on the implementation of the tasks of the subcommittees in preparing and organizing the congress. The process of drafting documents for Party congresses at all levels must closely follow the draft documents of the 14th National Party Congress. For the political report, it is necessary to focus on discussing and clarifying the significance of the 14th National Congress in connection with the new era of national development, giving opinions on the congress theme, comments, assessments and lessons learned, guiding viewpoints, orientations and key tasks, breakthrough solutions, in which it is necessary to demonstrate the thoughts and new directions of General Secretary and President To Lam in the recent past.

Focus on carefully preparing personnel work according to Directive No. 35-CT/TW of the Politburo and Instruction No. 27-HD/BTCTW dated August 26, 2024 of the Central Organizing Committee. Accordingly, Head of the Central Organizing Committee Le Minh Hung requested that personnel work must be done closely and cautiously, ensuring high solidarity and unity in Party committees, agencies and units; the selection of personnel for the new Party committee needs to have a reasonable and harmonious structure, with inheritance and development, ensuring quantity and improving quality, selecting outstanding cadres in terms of political mettle, moral qualities, capacity, experience, practical experience, and specific work products, paying special attention to young cadres, female cadres, and cadres from ethnic minorities. “Recently, a number of cadres and party members were disciplined for violations of shortcomings, showing that the work of evaluating, selecting and appointing cadres is still limited and inadequate, requiring that when conducting personnel work for congresses, party committees at all levels need to make objective, comprehensive, multi-dimensional, substantive assessments, in accordance with regulations and authority, taking political qualities, ethics, lifestyle, specific product quality and cadres' prestige as the basic measure for evaluation. It is necessary to screen and eliminate cases of lacking political will, not being steadfast in the Party's policies and guidelines, having reduced moral qualities, capacity and prestige, disunity, showing signs of shirking, avoiding, fearing responsibility, degradation in political ideology, ethics, lifestyle, self-evolution and self-transformation,” Comrade Le Minh Hung emphasized.

Perform well the regular tasks of organizational structure, payroll, job positions; personnel work; internal political protection work; Party organization and Party member work; inspection, supervision, and professional and technical guidance on Party organization and building. Comrade Le Minh Hung reminded Party committees and organizations at all levels to focus on promoting propaganda work on Party building, carefully preparing conditions to successfully organize the Announcement and Award Ceremony of the 9th National Press Award on Party Building (Golden Hammer and Sickle Award) - 2024, ensuring thoughtfulness, solemnity, and practicality in commemorating the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025). Organize practical and meaningful activities to celebrate the 94th anniversary of the Traditional Day of the Party Organization and Building Sector (October 14, 1930 - October 14, 2024).

Regarding the new documents on Party building and organization work disseminated at today's Conference, Comrade Le Minh Hung requested that Party committees and organizations at all levels closely follow the regulations and rules, pay attention to directing and implementing them to ensure consistency and unity, and soon put them into practice. According to Comrade Le Minh Hung, the promulgated regulations cannot regulate all aspects of Party building work, because practice is very rich and vivid. Accordingly, if there are any problems during the implementation process, they should continue to discuss and make recommendations to the Central Organizing Committee for further research and resolution.
