Hai Duong implements Uncle Ho's Testament, builds the Party in ethics

Practical learning from Uncle Ho

Before passing away, in his will, President Ho Chi Minh advised: "We must keep our Party truly pure, worthy of being a leader, a truly loyal servant of the people". Taking to heart Uncle Ho's teachings, over the years, Hai Duong has always focused on and promoted Party building in terms of ethics; well implemented the regulations, conclusions, and directives of the Central Committee on Party building and rectification and the political system. In particular, studying and following Uncle Ho's example has become a regular and continuous task of the entire provincial political system, focusing on well implementing Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW on "Promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle".

The highlight is that Hai Duong has combined thematic study in the activities of Party cells, the Vietnam Fatherland Front and socio-political organizations with following Ho Chi Minh's ideology, morality and style. The Provincial Party Committee Standing Committee directed the Provincial Party Committee's Propaganda Department to compile, guide and distribute free of charge 17,000 copies of the 2023 thematic study materials "Ho Chi Minh's ideology on the rule of law state and its application by our Party in the current period" and the 2024 thematic study materials "Building and developing the culture and people of Dong - Hai Duong according to Ho Chi Minh's ideology, morality and style". The content of the study topics has specific instructions on the order, methods of organizing activities and applying contacts to help the team of Party cell secretaries and heads of socio-political organizations to conveniently organize the activities of Party cells, associations and youth unions throughout the province. Localities and units have implemented specialized study according to regulations, each session allocates appropriate time to study specialized subjects according to instructions.

The use of the "Book of good people and good deeds following Ho Chi Minh's ideology, morality and lifestyle" in Party cell activities continues to be maintained. Party cells record thousands of typical good deeds, noble gestures of collectives, cadres, party members and people in studying and following Uncle Ho's example. In 2024 alone, the Provincial Party Committee's Propaganda Department will supplement and reprint 4,700 copies of the "Book of good people and good deeds following Ho Chi Minh's ideology, morality and lifestyle", distributed to all Party cells in the Provincial Party Committee. From 2023 to present, there are 5 collectives and individuals in the province who have been proposed to the Prime Minister to receive certificates of merit for studying and following Uncle Ho.

Follow through with breakthroughs

In order to make studying and following Ho Chi Minh's ideology, morality and style practical and effective, from 2022, the Provincial Party Committee requires Party committees at all levels, authorities, the Fatherland Front, sectors and organizations to select a number of key tasks to register to overcome limitations, remove bottlenecks and create clear changes. For individuals, every year, leaders and managers from the deputy department head level and above must register to set an example, focusing on solutions to overcome limitations and shortcomings pointed out in the previous year; register 1-2 breakthrough, creative and urgent tasks for competent authorities to approve and assign tasks.

In Ninh Giang district, Deputy Secretary of the District Party Committee and Chairman of the District People's Committee Phan Nhat Thanh has registered and implemented a breakthrough task of focusing on overcoming the situation of avoiding, pushing, working half-heartedly, and being afraid of responsibility of a number of cadres and civil servants in state administrative agencies. Comrade Phan Nhat Thanh has directed and regularly inspected, supervised, and evaluated the performance of tasks of agencies, units as well as each cadre and civil servant on a monthly, quarterly, and annual basis. The Office of the District People's Council and People's Committee is assigned to periodically monitor and summarize the tasks assigned by the Chairman of the District People's Committee to agencies and units to monitor and urge them to ensure progress and quality. The above solutions have contributed to solving many problems that are limitations and bottlenecks in the district. Typically, in recent years, the district has escaped the bottom group in administrative reform. Ninh Giang has just completed a difficult job that has existed for decades, which is to clear violations on Dai Phu Giang canal and T6 canal...

In 2024, Comrade Ngo Quang Giap, Member of the Provincial Party Committee, Secretary of the Cam Giang District Party Committee, registered a breakthrough task of promoting the leadership and direction of Party committees at all levels in mobilizing people to donate land for the State to expand roads in the district in the period of 2023-2025, with a vision to 2030. With the model of "zero-cost land clearance" to expand roads, up to now, the district has had 17 roads that have been and are about to be constructed with a total length of nearly 10km. Along with that, through surveys and assessments, the district has 53 roads that meet the conditions of people donating land and voluntarily dismantling works to renovate and expand roads.

From 2022 to present, the Provincial Party Committee Standing Committee has approved 538 breakthrough and creative tasks of the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, and leaders and managers at the level of heads under the management of the Provincial Party Committee Standing Committee. By implementing breakthrough tasks well, many "hot" issues requiring creativity and innovation, when implemented, will open up development directions, create socio-economic highlights in the province and localities have been resolved, bringing about specific results.

Studying and following Uncle Ho's example is making an important contribution to building a clean and strong Party and political system, promoting Hai Duong's development.
