On the afternoon of October 25, the Culture - Social Committee of Hai Duong Provincial People's Council worked with Tu Ky District Medical Center on implementing the financial autonomy mechanism.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Nguyen Khac Toan shared the difficulties and obstacles in implementing the financial autonomy mechanism of Tu Ky District Medical Center. He requested the center to proactively coordinate with the Department of Health to promptly report and advise the province to consider and resolve according to the authority and budget conditions of the locality, ensuring the best implementation of the work of caring for and protecting people's health...
With recommendations beyond the province's authority, it is recommended that the Departments of Health and Home Affairs fully synthesize the proposals of the Tu Ky District Medical Center in particular and public health facilities in the province that are implementing the financial autonomy mechanism in general to the ministries and branches at higher levels to study and amend circulars and instructions to promptly remove difficulties and obstacles for the units...
Tu Ky District Medical Center is a district-level medical center, grade II, with a scale of 280 beds, 322 staff, meeting the requirements of assigned tasks. Since 2021, the center has been granted autonomy and financial responsibility to ensure a part of regular expenses according to Decree 60/2021/ND-CP dated June 21, 2021 of the Government.
According to the report of Tu Ky District Medical Center, in addition to the advantages, the implementation of the financial autonomy mechanism at the unit faces many limitations and difficulties. The state budget for infrastructure investment is still low, causing many items at the center and commune-level medical stations to be degraded but have not been invested in upgrading. The unit implements the hospital fee collection level according to the State's regulations, but the hospital fee price has not fully calculated the cost factors. The price of medical technical services is adjusted more slowly than the price of input cost factors in the hospital fee price. From July 2023, the basic salary will increase to 1.8 million VND/month while the price of medical examination and treatment services will still be applied according to Circular No. 13/2019/TT-BYT of the Ministry of Health and Resolution No. 19/2019/NQ-HDND of the People's Council of Hai Duong province (currently calculating the basic salary at 1,490,000 VND), leading to difficulties in the unit's revenue in balancing salary payments for medical staff.
Currently, Tu Ky District Medical Center still faces many difficulties in paying for medical examination and treatment costs under health insurance. Attracting human resources is also facing many difficulties...
According to regulations, after 5 years, Tu Ky District Medical Center must increase its level of autonomy. This puts a lot of pressure on the unit.
According to the plan, on October 26 and 27, the Culture - Social Committee of the Hai Duong Provincial People's Council will continue to survey the implementation of the financial autonomy mechanism at Hai Duong General Hospital and Tropical Diseases Hospital.
