On April 12, Prime Minister Pham Minh Chinh chaired the 5th meeting of the State Steering Committee for important national projects and works, key to the transport sector.
The Prime Minister said that in the 2021-2026 term, the State will allocate about VND400,000 billion for transport development. This is the largest amount of capital among all sectors and fields and accounts for about half of the total public investment capital.
Ministries and branches must clearly see the importance of public investment projects.
The Prime Minister asked localities to clearly understand the importance of public investment and strategic transport infrastructure projects, because wherever roads lead, they open up development space, urban areas and services develop. Without roads, industrial development is impossible.
To promote public investment, the Prime Minister requested ministries and branches to step up administrative procedure reform; promptly approve projects; actively clear land; and organize urgent construction, "3 shifts, 4 shifts".
At the same time, localities must license mines and provide sufficient construction materials for contractors. From there, through public investment, capital can be brought into the economy; economic activities can be activated, development can be promoted; jobs and livelihoods can be created for the people.
He noted that it is necessary to be active, proactive, and flexible in leadership and management; closely coordinate and remove obstacles; not "your rights, my rights"; prevent and combat negativity, corruption, group interests, etc. to promote projects.
Previously, the Ministry of Transport's report said it had focused resources on removing difficulties in site clearance and construction materials for large projects.
Relevant ministries and branches appraise the investment policy for the Ho Chi Minh road section Rach Soi - Ben Nhat - Go Quao - Vinh Thuan; adjust the investment policy for the Ben Thanh - Suoi Tien urban railway project, Ben Luc - Long Thanh expressway, and site clearance for Long Thanh international airport; advise the Prime Minister to assign capital plans for expressway projects.
There are still many problems in project implementation.

Regarding specific key projects, the Ministry of Transport said that for the Long Thanh airport project, the leveling work reached 71.9/115 million m3 (62.5%). Vietnam Airports Corporation (ACV) is inviting bids for package (5.10) of the project's runway.
For the North-South Expressway project in the 2017-2020 period, the construction workforce is currently focused on "3 shifts, 4 crews". The focus is on putting into operation the Mai Son - National Highway 45, Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay expressways before April 30; urging the progress of the remaining 6 component projects. Speeding up the implementation of 25 packages of the Eastern North-South Expressway.
The Ministry of Transport stated that site clearance is still a “bottleneck”, although it has been focused on removing it, it is not continuous, and some construction access points are stuck. In addition, there are issues with the supply of sand for filling the foundation; conversion of forest use purposes, loans, and ODA capital must go through many procedures.
Notably, there is still a situation of evading responsibility in the implementation of tasks. Administrative procedures are still cumbersome and lengthy. Some instructions from management agencies are still general, leading to different interpretations, not really resolving the problem.
Therefore, the Ministry recommends that ministries, branches and localities actively participate. They are responsible for removing obstacles and reducing administrative procedures. "Do not avoid or shirk responsibility to meet very high requirements on quality and progress," the Ministry of Transport emphasized.
The Ministry also requested the Prime Minister to direct relevant ministries and branches to focus on putting into operation the three expressways Mai Son - National Highway 45, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay before April 30. Focus on removing obstacles in converting the purpose of using forests, forest land, rice land... to speed up the progress of the projects.
