At the group discussion session on June 5, many practical shortcomings in Hai Duong related to draft laws were reflected by the provincial National Assembly delegates.
Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province, proposed to review to avoid overlap and inconsistency between the draft Law on Housing (amended) and the Law on Land and the Law on Planning.
On June 5, after the working session at the hall of the 5th Session of the 15th National Assembly, National Assembly deputies of Hai Duong province continued to discuss all day in groups with the National Assembly delegations of Son La and Binh Thuan provinces on 3 drafts of the Law on Housing (amended), the Law on Water Resources (amended) and the Law on Credit Institutions (amended).
Problems in handling old apartments
Commenting on the draft Law on Housing (amended), comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province, requested the drafting agency to review to avoid overlaps and inconsistencies between this draft law and the Land Law, Planning Law, etc.
Regarding the provincial housing development planning program, this draft law stipulates that the Provincial People's Committee organizes the development of the housing development planning program and then asks for opinions from the Ministry of Construction before submitting it to the People's Councils at all levels for approval. Comrade Trieu The Hung, Chairman of the Hai Duong Provincial People's Committee, said that this is to expand the subjects of consultation compared to the current Housing Law, which stipulates that only centrally-run cities need to ask for opinions from the ministry. He suggested considering whether expanding the subjects of consultation would be more convenient in organizing implementation or not? Comrade agreed with the opinions of many National Assembly deputies that the law should be amended in the direction of giving more autonomy to local governments.
Delegate Bui Sy Hoan, National Assembly Delegation of Hai Duong province proposed to add "social housing" in Article 73, Clause 12 of the draft Law on Housing (amended).
Chairman of Hai Duong Provincial People's Committee Trieu The Hung also said that recently, the locality has encountered difficulties in renovating, relocating, and rebuilding old apartment buildings and collective houses to ensure the safety and health of the people. The draft law needs to have more specific and strict regulations on the responsibilities of state management agencies, owners, and investors for these projects.
Comrade Trieu The Hung also suggested that the drafting agency clearly define the definition of workers' accommodation in the draft law, saying that the more specific and clear the regulations are, the easier it will be for the law to be put into practice.
Also speaking at the discussion session on this content, delegate Bui Sy Hoan (Director of the Department of Justice, National Assembly Delegation of Hai Duong province) said that Article 73, Clause 12 stipulates that enterprises and cooperatives, in accordance with the provisions of the law on enterprises and cooperatives, rent workers' accommodation to their employees in accordance with the provisions of Section 3 of this chapter. The delegate proposed to add "social housing" to this regulation, because the concept of workers' accommodation is not included in other regulations.
Delegate Nguyen Thi Mai Thoa (National Assembly Delegation of Hai Duong Province) also proposed that the concept of social housing in industrial parks for workers needs to be unified and clarified to avoid overlap between legal documents.
Participating in the discussion at the group, Secretary General of the National Assembly Bui Van Cuong (National Assembly Delegation of Hai Duong Province) said that the construction of workers' accommodation is necessary. However, when constructing, it is necessary to calculate the essential needs of the residents so that the area has supermarkets, schools, medical facilities, social services, cultural institutions to serve the lives of workers and gradually form a long-term residential area.
Delegate Nguyen Thi Mai Thoa, National Assembly Delegation of Hai Duong province, proposed that the concept of social housing in industrial parks for workers needs to be unified.
The pollution status of the Bac Hung Hai river system has not been investigated yet.
Participating in the discussion of the draft Law on Water Resources (amended), delegate Nguyen Thi Viet Nga (Deputy Head of the National Assembly Delegation of Hai Duong Province) said that assigning the Government to specify 20/80 contents of the draft law is too much. Delegate Viet Nga suggested that the drafting agency review and specify more in the law.
Regarding the regulation in Section 7, Article 23, delegate Viet Nga said that the regulation is vague and unclear about the discharge into water sources, and unclear about what constitutes appropriate discharge for the function of water sources. The drafting agency needs to review and amend in the direction that water must be treated to meet technical standards before being discharged into the environment.
Delegate Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Duong province, said that voters still report pollution on the Bac Hung Hai river system.
Regarding Hai Duong voters continuing to report the serious pollution of the Bac Hung Hai river system due to many factories discharging waste upstream, delegate Viet Nga said that this river system is more like a canal at the end of its source, not a river.
"People in Thanh Mien and Binh Giang districts, when they need water for irrigation or daily activities, cannot get water from the river unless it rains heavily, the water volume is large and diluted. People's daily life and farming have been completely damaged and cannot be measured. I have questioned Minister of Public Security To Lam, but since then, there has been no inspection, examination, or investigation related to this issue and Hai Duong voters continue to reflect on this issue," delegate Viet Nga said indignantly.
Reflecting on the painful situation in the Bac Hung Hai river system in Hai Duong province, delegate Nguyen Ngoc Son (National Assembly Delegation of Hai Duong province) said that this is like a dead river due to pollution. Through monitoring activities and contacting voters, many people expressed their concerns and asked for research and suitable solutions to avoid the current phenomenon of stagnant water, no outlet, no circulation leading to severe pollution.
Delegate Nguyen Ngoc Son, National Assembly Delegation of Hai Duong province, said that the Bac Hung Hai river system through Hai Duong is like a dead river due to pollution.
