Hai Duong Province police have just made a great achievement by destroying a drug trafficking ring using a new method of sending goods via passenger vehicles and seizing up to 6 heroin cakes.

According to the Drug Crime Investigation Police Department (Provincial Police), recently, drug criminals have continuously changed their methods and tricks of transportation to avoid detection and arrest by the police force.
In particular, criminals take advantage of sending goods via passenger vans and shared vehicles to transport drugs. To promptly prevent this form of crime, the Provincial Police Director has directed the Drug Crime Investigation Police Department to focus on fighting drug crimes on key traffic routes.
The Drug Crime Investigation Police Department has sent experienced detectives to screen and screen subjects inside and outside the province who have the conditions and ability to buy, sell, and transport drugs, especially coordinating with police agencies in the northern mountainous provinces with large drug supplies.
Drug trafficking by sending goods through shipping services causes many difficulties for the police force to detect and grasp. The subjects who send the goods can hire or rely on many "bridges" to send and receive the goods. Most of the senders and recipients do not know each other, and the drivers of the passenger cars do not know what the goods are.
Lieutenant Colonel Pham Van Dung, Head of the Drug Crime Prevention and Investigation Team (Drug Crime Investigation Police Department) shared: “To promptly detect and combat this sophisticated criminal activity, the detectives spent a lot of time and effort to screen suspects, review and grasp the situation on the route. From there, they monitored and closely followed subjects showing signs of transporting drugs from the starting point to the end point.”

After a long period of monitoring, the efforts of the provincial police officers and soldiers have paid off. At around 5:00 a.m. on July 31, 2024, on National Highway 5, Vu Thuong residential area, Ai Quoc ward (Hai Duong city), the Drug Crime Investigation Police Department coordinated to arrest Lo Van Tham (born in 1998, residing in Bung Lao commune, Muong Ang district, Dien Bien province) who was renting a room in Ai Quoc ward and was receiving 2 bags of goods, one of which contained 6 heroin bars. At the police station, Tham confessed to receiving the goods for Lo Van Toi (born in 1995), a resident of the same commune, who was also staying in Ai Quoc ward.
During the investigation, the police identified Toi as a heroin user. Through a closed group on social media, Toi met a man who introduced himself as Hung (full name, age, official address unknown). Through the discussion, Hung wanted to hire Toi to transport 6 heroin cakes to a woman named Hue (full name, age, official address unknown) for a fee of 120 million VND. Toi agreed and was told by Hung to go to the Buoi slope area in Bung village, Bung Lao commune (Muong Ang) on the morning of July 30 to receive the drugs and then transport them to another province.
At 4 a.m. on July 30, Toi met the drug delivery person as agreed and was given a blue bag with a shoulder strap. On the way home, Toi opened the cloth bag he had just received and found 6 heroin cakes inside. Toi took out a little heroin to try and found out it was real.
That same afternoon, Toi went to buy a bag of pineapple and a 10kg bag of white rice to put drugs in to avoid detection by the authorities. Afterwards, Tham's mother brought a bag of rice to Toi to send to Tham. Late in the afternoon, Toi went to an acquaintance's house to ask him to send 2 bags of rice, one of which contained heroin, to Hai Duong City by bus.
After sending the goods, that same evening, Toi took a bus to Hanoi and rented a car to Hai Duong City. At nearly 4 a.m. on July 31, while Toi was on the bus, someone called and told him to go to Tien Trung station to receive the goods sent from Dien Bien.
Since he couldn't get it at the moment, Toi asked the bus company to send the goods to Tien Trung station, but the bus company refused. In order to receive the goods on time, Toi asked Tham to pick them up and bring them to a friend's boarding house in Ai Quoc ward. Toi also told Tham to wait until he returned to open the packages and then give Tham the rice. Tham agreed.
At 10 o'clock that same day, Toi returned to his residence but did not see Tham or the two bags of goods. After learning about the incident and knowing he could not escape, Toi went to the police station to confess and also handed over a small paper package containing heroin that he had taken out to use earlier.
Toi has been prosecuted by the Investigation Police Agency of Hai Duong Province Police for the crime of illegally transporting drugs. Just because of greed, Toi will have to pay a heavy price for his crime.
