Ho Chi Minh City proposes support for more than 1,000 redundant employees when wards are merged

Ho Chi Minh City plans to spend 175 billion VND each year to provide additional support for cases of layoffs due to staff reduction, including more than 1,000 redundant officials when merging 80 wards.

That is part of the submission of the Ho Chi Minh City People's Committee to the City People's Council to regulate the support regime for cases of retirement due to administrative unit arrangement, early retirement due to not being old enough to apply for election, re-election or voluntary retirement.

According to the Ho Chi Minh City government, when restructuring administrative units and streamlining staff, there will be many redundant officials who will have to quit their jobs and need support policies. From now until 2035, the city will have a surplus of about 1,000 people due to the restructuring of 80 wards in 10 districts.

Ho Chi Minh City People's Committee proposed that, for those who retire early, in addition to the policy according to Article 5 of Decree 29, they will be subsidized with 3 months' salary for each year of early retirement; 5 months' salary for the first 20 years of work. From the 21st year onwards, for each year of work, employees will receive an additional half month's salary.

For commune-level cadres and civil servants who have to quit their jobs due to administrative unit arrangements outside the regime according to Clause 1, Article 8 of Decree 29, the Ho Chi Minh City People's Committee proposed to provide an additional allowance of 1.5 months' salary for each year of early retirement, 5 months' salary for the first 20 years of work; from the 21st year onwards, for each year of work, an additional half month's salary will be provided.

Female commune-level cadres who retire due to administrative unit reorganization outside the regime under Clause 2, Article 8 of Decree 29 will be granted an additional 5 months' salary and 1.5 months' salary for each year of early retirement. Cadres who leave their jobs immediately will be granted an additional 3 months' salary to find a job, and 1.5 months' salary for each year of work.

Those who retire early due to not meeting the age requirements for re-election or reappointment will receive an additional 3 months' salary for each year of early retirement, 5 months' salary for the first 20 years of service; from the 21st year onwards, an additional half-month's salary will be provided each year. This support also applies to those who retire early due to force majeure or declining health.

In case of immediate resignation but not in the downsizing group, it is proposed to provide an additional 3 months salary to find a job, 1.5 months salary for each year of work.

The support base level is the salary of the month immediately preceding the downsizing, including salary according to rank, position, allowances...

In addition to merging 80 wards in 10 districts, when implementing Resolution 18 on streamlining the apparatus, Ho Chi Minh City aims to reduce 8 departments, 5 administrative agencies and 24 party committees compared to the present.
