On June 15, the thematic supervision delegation of the Provincial People's Council's Legal Committee worked in Cam Giang and Thanh Ha districts.
DVice Chairman of the Provincial People's Council Nguyen Khac Toan spoke at the working session with Thanh Ha District People's Committee.
The delegation monitored the operation of commune-level administrative units after the merger according to Resolution No. 653/UBTVQH14 dated March 12, 2019 of the National Assembly Standing Committee and Resolution No. 10/NQ-HDND dated August 29, 2019 of the Hai Duong Provincial People's Council.
Speaking at the monitoring session, Vice Chairman of the Provincial People's Council Nguyen Khac Toan requested the leaders of Cam Giang district to direct the communes to focus on overcoming outstanding debts in basic construction; invest in infrastructure development, develop plans for communes and towns after the merger; select suitable localities to rotate cadres and civil servants who need to be reorganized. Thanh Ha district and the merged communes have solutions to overcome difficulties in facilities, machinery, and working equipment of cadres and civil servants; properly resolve policies for redundant cadres; review the overall demand for civil servants in communes throughout the district, and prioritize the arrangement of positions for civil servants who have not been assigned jobs in the communes after the merger.
Thematic monitoring delegation of the Provincial People's Council's Legal Committee investigated the actual situation in Cam Giang town (Cam Giang)
Speaking at the end of the monitoring session in Thanh Ha and Cam Giang districts, Mr. Bui Hoc Anh, Head of the Provincial People's Council's Legal Committee, affirmed that the merger of commune-level administrative units in the two districts had achieved positive results. However, after more than 2 years of merging commune-level administrative units in the two districts, there are still some difficulties, obstacles and limitations. The settlement of redundant cadres and civil servants after the merger is a major difficulty. The working headquarters in communes and towns after the merger are both redundant and unused in the old localities but lack functionality in the new places. The traffic system connecting the merged localities still has some limitations. The Provincial People's Council's Legal Committee requested that in the coming time, localities summarize the work of arranging commune-level administrative units in the period of 2019-2021; have policies to support infrastructure investment for communes and towns after the merger... The monitoring delegation received proposals and recommendations to report to the Provincial People's Council at the next session.
GrandfatherNguyen Ngoc Duong, Chairman of Cam Giang Town People's Committee, suggested that the province and district pay attention to creating favorable mechanisms to have resources to invest in infrastructure.
Thanh Ha district has established 2 new communes (Thanh Quang, An Phuong) on the basis of merging 5 communes. After the merger, 89 redundant cadres, civil servants, and part-time workers have had their policies resolved.
Cam Giang district established Dinh Son commune and Cam Giang town on the basis of merging 4 old communes and towns. After the reorganization of commune-level administrative units, 12 redundant officials and civil servants had to quit their jobs and enjoy benefits according to regulations.
At the meeting, many commune and town leaders proposed that the province have mechanisms and policies to support infrastructure investment for communes and towns after the merger, such as building new headquarters, completing the traffic system; changing the land use purpose of some old headquarters to build new residential area projects, etc.
In the coming time, the Thematic Supervision Delegation of the Provincial People's Council's Legal Committee will continue to work in many localities, departments and branches of the province. The supervision results will be reported at the 8th Session of the 17th Provincial People's Council, scheduled to take place in early July.
