Preparing for the 6th Session of the 15th National Assembly, on the morning of October 14, General Secretary Nguyen Phu Trong and members of the National Assembly Delegation of Hanoi City, constituency No. 1, met with voters in Dong Da, Ba Dinh, and Hai Ba Trung districts.

Also attending were Party Central Committee member, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan; leaders of the Party Central Committee Office, the Office of the General Secretary; leaders of departments, branches and sectors of Hanoi city.

Voters heard the announcement of the expected content of the 6th session of the 15th National Assembly; a summary report of responses from ministries, branches and Hanoi city to opinions and recommendations of voters in the 3 districts during the previous meeting.

Many dedicated and responsible opinions

At the meeting, voters highly appreciated the activities of the National Assembly in recent times, which have been creative, effective and flexible. The draft laws and important issues of the country brought up for discussion at the Sessions have been carefully prepared.

The National Assembly's supreme supervision activities are focused, key, and highly effective. The content of the questioning and answering questions has questions and answers that are accurate and correct.

In the coming time, voters suggested that the National Assembly continue to strengthen supervision of important areas such as: the work of establishing and implementing proper planning, especially urban planning; environmental pollution, waste treatment, fire prevention and fighting in large cities.

In particular, the National Assembly needs to focus on supervising the implementation of key national projects, especially transport projects; the handling of suspended projects and slow-to-implement projects of localities. In the task of law-making of the National Assembly and law enforcement of authorities at all levels, voters request the National Assembly to discuss and draft laws related to land and housing, clarify and overcome shortcomings; strengthen management, inspection, and strictly handle violations to ensure that the law actually comes into life and serves life.

Expressing the people's trust in the Party and State, voters said that 2023 will be a year with many difficulties. The world situation is complicated, but the Party, the National Assembly and the Government have put forward strong policies to help stabilize the economy, maintain political security and social order and safety.

People's lives have improved. Voters suggested that it is necessary to further strengthen solutions to promote synchronous socio-economic development, contributing to economic growth, enhancing social security, sustainable poverty reduction, and creating favorable conditions and environments for businesses to recover and develop.

Voters were particularly impressed with the successes in foreign affairs, notably the visit to Vietnam by US President Joe Biden at the invitation of General Secretary Nguyen Phu Trong, showing that our country's position is increasingly consolidated and enhanced in the international arena.

Voters also highly appreciated the results of the recently concluded 8th Central Conference (13th tenure), along with efforts to innovate and improve the quality of activities of the National Assembly and the Government.

Voters expressed that the fight against corruption and negativity is still taking place fiercely and effectively, demonstrating the great determination of the entire Party, army and people to clean up the apparatus and further strengthen people's trust in the Party and State.

The handling of officials who violate the law has made many great and comprehensive steps forward. The investigation and trial have no forbidden areas or exceptions, creating a new breakthrough in the work of preventing and combating corruption, negativity and handling officials who violate the law.

Voters hope that the Party and Government at all levels from the central to local levels will continue to be resolute, persistent, and relentless in the fight against corruption and negativity. The investigation and trial of cases must be thorough, public, strict, and highly deterrent. The recovery of assets due to embezzlement and corruption must be transparent, timely, and thorough.

Voters and people agree and support the policy of promoting administrative reform, focusing on digital transformation, building e-government and building a team of officials and civil servants who are truly servants of the people. Voters want administrative reform to be more effective, creating the most favorable conditions for people and businesses in using services.

In addition to digitizing population data and providing online public services that authorities at all levels are actively implementing, voters hope that other sectors will also promote data digitization and provide online services such as in the fields of land use tax collection, land management, social insurance, health insurance, construction permit application, red book issuance, driver's license management; and soon synchronize integrated data into the Citizen Identification Card so that people do not have to keep and carry too many types of documents.

Also at the meeting, voters expressed their opinions on salary policy; continuing to improve the quality of medical examination and treatment; increasing investment in medical equipment; improving the quality of medical staff at the grassroots level; continuing to improve insurance policies; facilitating the training and fostering of young staff; regulations on environmental protection need to be unified, especially the collection, transportation and treatment of waste.

Contact with voters must be organized practically, not formally.

After listening to the issues raised by voters, Vice Chairman of the Hanoi People's Committee Ha Minh Hai respectfully accepted the opinions that mentioned many practical issues, demonstrating the responsibility of voters and explaining a number of issues raised by voters related to the city's authority.

As a member of the Hanoi National Assembly Delegation, General Secretary Nguyen Phu Trong said that every time he meets voters, he sees many changes in the capital, becoming more and more developed, beautiful, civilized, and modern.

The opinions were brief but comprehensive, profound, passionate and responsible, clearly stating the problem, “scratching the right itch”, demonstrating the increasingly high level of voters. The opinions were fully recorded to synthesize the report to the National Assembly and request competent agencies to respond to voters.

General Secretary Nguyen Phu Trong stated that before each session, National Assembly deputies must meet with voters, report on the agenda, and receive their opinions to organize a successful session. The content and results of the session must institutionalize the Party's policies, thereby permeating each citizen, helping the "Party's will" always blend with the "people's heart." Therefore, meetings with voters must be organized practically, not formally.

Speaking to a large number of voters, General Secretary Nguyen Phu Trong reiterated that the National Assembly is the highest state power body elected by the people, exercising the power of the people. The National Assembly performs functions, makes laws, conducts supreme supervision and decides on major, important issues of the country, under the leadership of the Party.

The General Secretary emphasized that our Party leads the entire political system to set out policies and guidelines, the State manages, and the people are the masters. These are three very solid legs, dialectically related to each other.

Among them, each entity must properly perform its functions and tasks, comply with the Constitution and the law. All levels and sectors must grasp them firmly to properly perform them, especially being close to the people, respecting the people, because "the people push the boat, the people capsize the boat."

Sharing some important results in politics, socio-economy, especially foreign affairs activities in recent times, General Secretary Nguyen Phu Trong affirmed the consistent viewpoint on foreign policy and the "bamboo diplomacy" style with a solid root but flexible trunk, with emotion, reason, and a sense of precedence and continuity of our Party, State and people.

The General Secretary hopes that voters and people of the capital will continue to contribute to building Hanoi to be worthy of being the capital of heroic Vietnam with a thousand-year history.
