At the meeting, the representative of the Hanoi National Assembly Delegation announced the results of the 5th Session of the 15th National Assembly.

Voters affirmed that the 5th Session of the 15th National Assembly was a great success, with creative innovation, increasingly meeting practical requirements. With a spirit of serious, democratic, effective and highly responsible work, National Assembly deputies discussed and decided many important issues of the country with long-term strategic significance, creating an important political foundation for the operation of the Government, ministries, branches and localities.

Voters have noticed that the quality of questioning and answering questions is getting better and better. The questions of the National Assembly deputies are straightforward, specific, and focus on the issues that people are interested in. The answers of the Ministers are straightforward, concise, and answer the key points, clarify the issues raised by the National Assembly deputies, and provide practical, effective, and highly feasible solutions.

Voters expressed that in 2022 and the first 6 months of 2023, although the world and regional situation had many complicated developments, under the leadership of the Party, supervision of the National Assembly and administration of the Government, many important policies have been made to promote socio-economic recovery and development, and support people and businesses.

Voters and people expressed their absolute trust in the leadership role of the Party and the State, and were delighted with the important results of the Party building and rectification work, especially the work of preventing and combating corruption and negativity, which has been carried out resolutely, words go hand in hand with actions, there are really no exceptions, no forbidden areas, becoming an irreversible trend, contributing to strengthening people's trust in the leadership role of the Party. Voters suggested continuing to strengthen supervision, inspection, and examination of the settlement of major cases, areas prone to corruption and negativity, and being cautious in the work of law-making to prevent group interests, prevent loopholes in laws and policies that individuals and groups can exploit for personal gain.

Voters and people agree and highly appreciate the organization of public opinion collection on the draft Land Law (amended). This is a necessary task, promoting the right to mastery, expressing the will and aspirations of the people, meeting the requirements of national development in the new period. Voters hope that the National Assembly will amend the Land Law in a people-centered direction, paying attention to the equal development of land funds for culture, education, and national defense in addition to land funds for economic development; regulations on compensation and resettlement support must be fair and transparent; there must be specific regulations to completely resolve suspended projects, slow and late projects, clearly defining collective and individual responsibilities for this problem.

Voters recommend continuing to have career orientation policies and improving the quality of vocational training to meet the human resource needs of the Fourth Industrial Revolution... In addition, voters want to pay attention to planning and investing in infrastructure for the education and training sector, overcoming the shortage of public schools, lack of modern learning equipment, lack of quality textbooks, lack of teachers... Regarding the issue of electricity, power cuts, and electricity price increases, voters believe that it is necessary to check and review the monopoly role of Vietnam Electricity Group (EVN). In general, public opinion does not agree on the timing of the electricity price increase, because during the hot season, people's demand for electricity is very high.

In order for monitoring activities to be of high quality and effective, voters believe that it is necessary to focus on prominent and urgent issues such as: Programs, projects, and policies that affect the legitimate rights and interests of the majority of people, issues related to financial management, land, site clearance, administrative procedure reform, environmental pollution, etc.; research to expand forms of voter contact by topic, by field, etc.

Regarding the work of building a legal system associated with improving the effectiveness and efficiency of law enforcement, voters recommended that it is necessary to eliminate overlaps, ensure the implementation of the mechanism of assignment, coordination, and control of state power in law-making, strengthen discipline, discipline, and prescribe responsibility regimes and sanctions for violations against individuals and organizations in the work of law-making; have specific sanctions according to each level and consequence of promulgating, advising on promulgating incorrect or inappropriate documents, especially strictly handling the heads. Speaking to a large number of voters in the three districts, the General Secretary reiterated that the National Assembly is the highest state power body elected by the people, exercising the power of the people. The National Assembly performs functions, makes laws, conducts supreme supervision and decides on major and important issues of the country, under the leadership of the Party.

General Secretary Nguyen Phu Trong shared that Hanoi is the capital, and there is only one capital. Hanoi is the capital - the heart of the whole country, the national political and administrative nerve center, a major center of culture, science, education, economy and international transactions.
