General Secretary and President of Vietnam and China hold talks

The two comrades General Secretary and President reached high consensus on enhancing political trust and maintaining regular exchanges and contacts between high-ranking leaders of the two Parties and countries of Vietnam and China.

General Secretary and President of China Xi Jinping warmly welcomed General Secretary and President To Lam and his wife, along with the high-ranking delegation of the Vietnamese Party and State, on their State visit to China; expressed his joy and congratulated Comrade To Lam on being elected to the position of General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam.

General Secretary and President of China Xi Jinping once again expressed his deep condolences on the passing of General Secretary Nguyen Phu Trong; highly appreciated the great and important contributions of the late General Secretary Nguyen Phu Trong to the Vietnamese revolutionary cause and the Vietnam-China relationship, as well as the development of socialism in the world. Comrade Xi Jinping expressed his belief that the Party and State of Vietnam will continue to inherit the legacy of the late General Secretary Nguyen Phu Trong, achieving even greater new achievements in the cause of innovation and socialist construction.

General Secretary and President of China Xi Jinping emphasized that the first state visit to China, which is also the first foreign visit of General Secretary and President To Lam as the head of the Party and State of Vietnam, is of great significance, demonstrating the high regard and top priority of the two Parties and two countries for the Vietnam-China relationship, saying that this is an important time for the two countries to bring bilateral relations to a new height, deepening and substantiating in all aspects. General Secretary and President of China Xi Jinping affirmed that Vietnam is a priority direction in China's foreign policy; supporting Vietnam to uphold the leadership of the Party and promote the cause of building socialism.

On behalf of the Party, State and people of Vietnam, General Secretary and President To Lam expressed his respect and sincere thanks to the Central Committee of the Communist Party of China for sending a message of deep condolences and showing many special gestures on the passing of General Secretary Nguyen Phu Trong, strongly demonstrating the high level of relations between the two Parties and two countries and the special affection between Comrade Xi Jinping and Comrade Nguyen Phu Trong.

General Secretary and President To Lam respectfully thanked General Secretary and President of China Xi Jinping, the leaders and people of China for their thoughtful, respectful, warm and friendly reception, which deeply demonstrated the "comradely and brotherly" relationship between the two Parties and two countries; sincerely thanked General Secretary and President of China Xi Jinping for congratulating him on his election to the new position, and wished to continue to foster the tradition of friendship, join hands to promote the Comprehensive Strategic Cooperative Partnership, and the Community of Shared Future of Vietnam - China, which has strategic significance.

Emphasizing the important significance of the visit, General Secretary and President To Lam affirmed that Vietnam always attaches importance to and gives top priority to the friendly neighborly relationship, the Comprehensive Strategic Cooperative Partnership, and the Community of Shared Future with China; affirming the desire to join General Secretary and President of China Xi Jinping and senior Chinese leaders in inheriting and promoting the long-standing tradition of friendship between the two Parties and two countries, orienting the Vietnam-China relationship to enter a new stage of increasingly stable, sustainable and long-term development.

In a warm and friendly atmosphere, the two leaders discussed the situation of each Party and country and the relationship between the two Parties and countries.

General Secretary and President To Lam congratulated the great and important achievements that the Party, State and people of China have attained under the "core" leadership of General Secretary and President of China Xi Jinping in the 10 years of the "new era", especially since the 20th Congress until now.

Notably, the “first 100-year” goal of comprehensively building a moderately prosperous society was successfully and timely implemented, and all 300 reform measures proposed at the 3rd Plenum of the 18th Central Committee 10 years ago were completed. General Secretary and President To Lam also expressed his confidence in the cause of building socialism with Chinese characteristics, China’s prosperous development, and its contribution to peace, stability, and development in the region and the world.

General Secretary and President To Lam informed General Secretary and President of China Xi Jinping about the recent situation in Vietnam, especially socio-economic development, Party building, political system, anti-corruption, anti-negativity, national defense and security, and foreign affairs activities; at the same time, he emphasized that Vietnam will promote the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, and national pride" to successfully implement the Resolution of the 13th National Party Congress, and prepare for and successfully organize the 14th National Party Congress.

General Secretary and President of China Xi Jinping congratulated the achievements of the Party, State and people of Vietnam in recent times; he believed that under the leadership of the Central Committee of the Communist Party of Vietnam, the Party, State and people of Vietnam will reap even greater achievements in the cause of Renovation and socialist construction, successfully realizing the goal of becoming a developing country with an upper middle income by 2030 and a developed country with a high income by 2045 as determined by the 13th National Congress of the Communist Party of Vietnam.

Sharing about the series of meaningful activities at the first stop in Guangzhou city, Guangdong province, General Secretary and President To Lam emphasized that the visit took place on the occasion of the 100th anniversary of President Ho Chi Minh's departure after 13 years of finding a way to save the country to Guangzhou to prepare politically, ideologically and organizationally for the Vietnamese revolution, and also on the occasion of the 79th anniversary of the August Revolution, demonstrating the respect of the Vietnamese Party and State for China's valuable coordination and support for the Vietnamese revolution in historical periods. General Secretary and President of China Xi Jinping emphasized that the glorious years of President Ho Chi Minh had created "a close Vietnam-China relationship, both as comrades and brothers".

Regarding the relationship between the two Parties and the two countries, the two General Secretaries and Presidents expressed their joy that, especially after two historic visits by the top leaders of the two Parties in 2022 and 2023, the bilateral relationship has maintained a positive development momentum, achieving many bright spots in the right direction of "6 more", including: higher political trust, more substantive defense and security cooperation, deeper substantive cooperation, a more solid social foundation, closer multilateral coordination, and better control and resolution of disagreements.

Emphasizing that in the context of the complex and unpredictable developments in the world and region, General Secretary and President To Lam affirmed that Vietnam consistently adheres to its foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralization of foreign relations, and steadfastness in the "4 no's" defense policy. General Secretary and President of China Xi Jinping strongly affirmed that China adheres to its policy of friendship with Vietnam, always considering Vietnam a priority direction and strategic choice in its neighborly diplomacy.

The two leaders had in-depth discussions on major orientations to enhance trust, consolidate friendship, improve the effectiveness of substantive cooperation in all fields, maintain peace and stability at sea, and continue to develop Vietnam-China relations in a healthy, stable and sustainable manner in accordance with the motto of "16 words" and the spirit of "4 goods".

The two comrades General Secretary and President reached high consensus on enhancing political trust, maintaining regular exchanges and contacts between senior leaders of the two Parties and two countries; attaching importance to the strategic orientation role of the Party channel for the overall bilateral relations between the two countries; continuing to deepen theoretical cooperation, through mechanisms such as theoretical seminars between the two Parties, promptly sharing the latest theoretical and practical achievements of each Party and each country, which have practical significance in contributing to the cause of each Party and each country.

The two leaders emphasized the importance of strengthening and promoting substantive cooperation areas. Accordingly, the two sides agreed to continue to strengthen security and defense cooperation, promote economic, trade and investment cooperation, including promoting the connection of "two corridors, one belt" with the "Belt and Road", enhancing the connection of railway and road infrastructure, enhancing supply chain cooperation, economic cooperation between border provinces, and enhancing exchanges on state-owned enterprise reform. General Secretary and President To Lam suggested that the two sides strengthen cooperation in building large-scale, highly symbolic projects that are commensurate with political trust, demonstrating China's level of development and advanced science and technology; proposed that China support preferential loans, technology transfer, human resource training, quality investment in key transport infrastructure projects of Vietnam, and strengthen investment cooperation in areas where China has many advantages such as green economy and digital economy. General Secretary and President of China Xi Jinping affirmed that China is willing to increase imports of agricultural products from Vietnam, expand trade promotion offices in China; China creates favorable conditions for high-quality agricultural products of Vietnam to access the Chinese market.

Emphasizing that the two countries are looking forward to celebrating the 75th anniversary of the establishment of diplomatic relations in 2025, the two General Secretaries and Presidents agreed on the need to further strengthen people-to-people exchanges, promote understanding and friendship between the people of the two countries, especially the young generation; and agreed to identify 2025 as the "Vietnam-China Humanitarian Exchange Year".

The two General Secretaries and Presidents discussed in depth many international and regional issues of mutual concern, emphasizing coordination and mutual support at multilateral forums and international mechanisms on the basis of the legitimate interests of the two countries and actively contributing to the common interests of the international community.

Regarding maritime issues, the two sides had sincere and frank discussions, agreeing to effectively implement the high-level common perceptions that have been reached, and make efforts to better control and resolve disagreements. General Secretary and President To Lam suggested that the two sides should respect each other's legitimate interests, resolve disagreements by peaceful means, comply with the United Nations Charter and international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982); seriously and fully implement the Declaration on the Conduct of Parties in the East Sea (DOC) and promote a substantive and effective Code of Conduct of Parties in the East Sea (COC) in accordance with international law and UNCLOS 1982.

On behalf of the Party and State of Vietnam, General Secretary and President To Lam respectfully invited General Secretary and President of China Xi Jinping to visit Vietnam again soon. General Secretary and President Xi Jinping sincerely thanked and happily accepted the invitation.

* At the end of the talks, General Secretary and President To Lam and General Secretary and President of China Xi Jinping witnessed the departments, ministries, branches and localities of the two countries signing cooperation documents during the visit in the fields of party school cooperation, agricultural product import and export, radio and television, press and communication, healthcare, infrastructure, trade and economy, industry, banking, etc.
