Prime Minister Pham Minh Chinh has just issued an official dispatch on strengthening and ensuring conditions for eating, living, and studying for preschool children, boarding and semi-boarding students, and students in ethnic minority and mountainous areas.
The content of the telegram said that in recent times, the Government and the Prime Minister have regularly paid attention to directing and promulgating mechanisms, policies, programs, and projects to strengthen and ensure conditions for eating, living, and studying for preschool children, boarding and semi-boarding students, especially for children and students in ethnic minority and mountainous areas, and areas with especially difficult socio-economic conditions.
However, implementation in some places is not good, affecting the living and learning conditions of preschool children and students.
To continue improving the quality of education, care and nurturing of preschool children, boarding and semi-boarding students, students in ethnic minority and mountainous areas, the Prime Minister requested ministries, branches and localities, according to their assigned functions and tasks, to strictly implement the provisions of Decree No. 116 of the Government stipulating policies to support students and general schools in extremely disadvantaged communes and villages, Decree No. 105 of the Government stipulating policies to develop preschool education...
The Prime Minister also requested the Ministry of Education and Training to preside over and coordinate with relevant ministries, agencies and People's Committees of provinces and centrally run cities to direct the review of the organization and implementation of meals for preschool children, semi-boarding and boarding students, students in ethnic minority and mountainous areas and the implementation of other policies for preschool children and students at educational institutions under its management. The dispatch clearly stated that any violations will be strictly handled.
At the same time, the Ministry of Education and Training strengthens direction, management, and inspection of the implementation of policies on ethnic education, ensuring hygiene, food safety, school safety, injury prevention, and fire prevention in educational institutions.
Direct the strict implementation of regulations on financial management, assets, purchasing educational equipment and regulations on teachers' ethics; strengthen state management of education; actively build a safe, healthy and friendly educational environment.
The Prime Minister requested the Ethnic Committee to effectively use resources under the National Target Program on Socio-Economic Development in Ethnic Minority Mountainous Areas for the 2021-2030 period for education, ensuring the implementation of the goal of "100% of schools and classrooms in extremely disadvantaged communes and villages being solidly built".
In addition, the telegram requested the People's Committees of provinces and centrally-run cities to review, evaluate, and mobilize resources to ensure conditions for eating, living, environmental sanitation, and learning for preschool children and students at school; strengthen inspection, examination, and close supervision of the implementation of policies and regimes at all management levels.
