Premier of the State Council of the People's Republic of China Li Qiang was born in July 1959; hometown: Rui'an, Zhejiang (China); ethnicity: Han; joined the Communist Party of China in April 1983; education: Master of Business Administration. Currently, Mr. Li Qiang is a member of the Politburo Standing Committee and Premier of the State Council.

Mr. Ly Cuong is a member of the Party Central Committee of the 18th, 19th and 20th terms; a member of the Politburo of the 19th term, and a member of the Standing Committee of the Politburo of the 20th term.

During the period from 1976 to 2016, he studied, worked and held many positions in Zhejiang Province, such as Deputy Director of the Zhejiang Civil Affairs Department; Standing Member of the Jinhua City Party Committee; Secretary of the City Party Committee, Chairman of the Standing Committee of Yongkang City, Zhejiang (1996 - 1998); Deputy Chief of Office, Member of the Party Committee of the Zhejiang Government (1998 - 2002); Director, Secretary of the Party Committee of the Zhejiang Industry and Commerce Administration Department (2000 - 2002); Secretary of the City Party Committee, Chairman of the Standing Committee of the Wenzhou City People's Congress, Zhejiang (2002 - 2004); General Secretary, Standing Member of the Zhejiang Provincial Party Committee (2004 - 2011); Deputy Secretary, Governor of Zhejiang Province (2011 - 2016).

From 2016 to 2017, he was Secretary of the Provincial Party Committee and Chairman of the Standing Committee of the National People's Congress of Jiangsu Province; from 2017 to 2022, he was Secretary of the Shanghai Municipal Party Committee. From October 2022 to present, he has been a member of the Politburo Standing Committee. From March 2023, he has served as a member of the Politburo Standing Committee and Prime Minister of China.

According to Vietnamese Ambassador to China Pham Sao Mai, Prime Minister Li Qiang's visit is the first visit to Vietnam in 11 years by a Chinese Premier, and also the first visit to Vietnam by Li Qiang as Premier, demonstrating the importance of the Chinese Party and State and Prime Minister Li Qiang personally to the Vietnam-China relationship.

The visit takes place at a very special time for Vietnam - China relations, right when the two sides are looking forward to celebrating the 75th anniversary of the establishment of diplomatic relations (January 18, 1950 - January 18, 2025), as well as right after important visits by senior leaders of the two Parties and countries such as the State visit to Vietnam by General Secretary and President of China Xi Jinping (December 2023), the State visit to China by General Secretary and President To Lam (August 2024) and the working trip to attend WEF Dalian and work in China by Prime Minister Pham Minh Chinh (June 2024).

The visit is a continuation of the tradition of high-level exchanges between the two Parties and two countries, and is of great significance in further strengthening the Comprehensive Strategic Cooperative Partnership, promoting the building of a Vietnam-China Community of Shared Future with strategic significance in the direction of “6 more”.

At Noi Bai International Airport, Chinese Premier Li Qiang delivered a speech expressing his joy at his official visit to the Socialist Republic of Vietnam with the friendship of "both comrades and brothers" at the invitation of Prime Minister Pham Minh Chinh.

“I would like to extend the sincere greetings and best wishes of the Chinese people to the Vietnamese people. China and Vietnam are linked by mountains and rivers, and have close cultural and humanistic ties, as well as a long-standing traditional friendship. In recent years, under the strategic guidance of the leaders of the two countries, China-Vietnam relations have developed steadily, the good neighborly friendship has continued to be consolidated, and mutually beneficial cooperation has deepened,” Premier Li Qiang said.

According to the Chinese Prime Minister, at the end of last year, General Secretary and President of China Xi Jinping paid a historic visit to Vietnam. The relationship between the two countries entered a new era of building a Community of Shared Future of strategic significance, the people of the two countries are more closely connected, closer together and side by side moving forward on the path of modernization of each country.

Chinese Premier Li Qiang said that since the beginning of this year, Vietnam and China have maintained close high-level exchanges and achieved many good cooperation results in many fields. The construction of the Community of Shared Future between the two countries has had a good start.

During the visit to China of General Secretary and President To Lam, General Secretary and President of China Xi Jinping had a meeting with Comrade To Lam to outline a strategy to comprehensively promote the building of the Vietnam-China Community of Shared Future in the new situation, and at the same time provide clearer directions for the development of bilateral relations.

According to Prime Minister Li Qiang, in the context of the world changing dramatically and global risks and challenges increasing, as companions on the path of building socialism, Vietnam and China need to unite and cooperate more closely to promote peace and develop together.

“China always regards Vietnam as a priority direction in its neighborly diplomacy. During this visit, I hope to have in-depth exchanges with Vietnamese leaders on implementing important common perceptions reached by the senior leaders of the two Parties and two countries. China and Vietnam will work together to promote traditional friendship, strengthen strategic exchanges, deepen mutually beneficial cooperation, consolidate the foundation of friendship between the two peoples, and promote the building of the China-Vietnam Community of Shared Future to continue to be substantive, bringing many practical benefits to the people of the two countries, contributing to peace, stability and prosperous development of the region and the world,” Prime Minister Li Qiang emphasized.

During the visit, Prime Minister Li Qiang is expected to have important talks and meetings with General Secretary and President To Lam, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man. The two sides' senior leaders will discuss in depth measures to continue effectively implementing the common perceptions reached between the top leaders of the two Parties and two countries, further consolidating political trust; in which, the two Prime Ministers will focus on discussing specific measures, actively promoting the expansion and improvement of the effectiveness and quality of cooperation areas, deepening substantive cooperation, achieving many practical results, bringing benefits to the people of the two countries.

General Secretary and President To Lam welcomed Comrade Li Qiang's first visit to Vietnam as Prime Minister, emphasizing that the visit is of great significance, continuing to develop the relationship between the two Parties and two countries in depth, substance and comprehensiveness, meeting the aspirations and common interests of the people of the two countries, for peace, cooperation and development of the region and the world. On the occasion of the 75th anniversary of the founding of the People's Republic of China, General Secretary and President To Lam congratulated the great achievements of the Party, State and people of China since the founding of the country, especially the successful implementation of the reform and opening-up process, achieving many important achievements in socio-economic development. Especially in the 10 years of the new era from the 18th Congress to the present, under the core leadership of General Secretary and President Xi Jinping, China has completed the first 100-year goal; he believed that China would successfully implement the visions and goals of the 20th Congress as well as over 300 reform measures, promoting Chinese-style modernization set forth by the 3rd Plenum of the 20th Central Committee of the Communist Party of China, moving towards the completion of the second 100-year goal. General Secretary and President To Lam emphasized that Vietnam considers developing relations with China a top priority in Vietnam's foreign policy.

Prime Minister Li Qiang expressed his pleasure in visiting Vietnam; respectfully conveyed the greetings and best wishes of General Secretary and President Xi Jinping to General Secretary and President To Lam; emphasized that the visit aimed to implement the common understanding reached by the top leaders of the two Parties and two countries in recent times, exchange specific measures to promote the Comprehensive Strategic Cooperative Partnership, the Vietnam-China Community of Shared Future to enter a new stage of development, and achieve more substantial results.

Prime Minister Li Qiang congratulated the Vietnamese people on the important achievements they have made in recent times under the leadership of the Communist Party of Vietnam. Prime Minister Li Qiang stressed that China considers developing relations with Vietnam a priority in its neighborly diplomacy; affirming that the Chinese Party and Government consistently support Vietnam's cause of reform, development and socialist construction.

In an atmosphere of friendship and trust, General Secretary and President To Lam and Prime Minister Li Qiang informed each other about the situation of each Party and each country. General Secretary and President To Lam introduced the main features of the positive results in socio-economic development, Party building and rectification, and the fight against corruption and negativity in the past time, along with the focus on the preparation for the 14th National Congress, which is identified as an important milestone, opening a new era, the era of realizing the goal of successfully building socialism.

General Secretary and President To Lam and Prime Minister Li Cuong reviewed the outstanding achievements in bilateral cooperation in recent times; were delighted with the important and comprehensive progress of Vietnam-China relations, emphasizing that the two sides have seriously and actively implemented the important high-level common perceptions reached during the historic visits of the late General Secretary Nguyen Phu Trong and General Secretary and President Xi Jinping in 2022 and 2023 and the State visit of General Secretary and President To Lam to China in line with the "6 more" orientation (higher political trust; more substantive defense and security cooperation; deeper substantive cooperation; more solid social foundation; closer multilateral coordination; better controlled and resolved disagreements), forming a vibrant and effective exchange and cooperation situation at all levels, in all sectors and in all fields. General Secretary and President To Lam and Prime Minister Li Cuong agreed to maintain regular high-level and all-level exchanges; promote synchronization and effectiveness in the channels of party diplomacy, state diplomacy, and people-to-people diplomacy; promote cooperation in the fields of defense, security, and foreign affairs; jointly respond effectively to non-traditional security challenges; improve the effectiveness of existing mechanisms between the two countries and expand the effective implementation of new mechanisms.

The two sides agreed to continue directing all levels, sectors and localities of the two countries to resolutely implement policies and measures to promote substantive cooperation areas to achieve greater results, promote economic and trade cooperation, maintain smooth border trade, implement the construction of smart border gate models; strengthen the connection between the "Two Corridors, One Belt" Framework and the "Belt and Road" Initiative, in which priority is given to promoting cooperation in railway connectivity.

General Secretary and President To Lam welcomed and was ready to create favorable conditions for Chinese enterprises to invest in large-scale projects in Vietnam using advanced technology, representing China's development level, bringing practical benefits to the two countries and their peoples. Prime Minister Li Qiang emphasized that China will increase market opening for Vietnamese agricultural products and support Vietnam in opening trade promotion offices in China.

The two sides agreed to expand cooperation in science and technology, production supply chains, green development, digital transformation, etc. Towards the 75th anniversary of the establishment of diplomatic relations in 2025, the two sides agreed to coordinate well in organizing activities in the "Vietnam - China Humanitarian Exchange Year", making efforts to promote bilateral relations to a new stage of development in the direction of "6 more".

Regarding maritime issues, the two sides agreed on the importance of maintaining peace and stability in the East Sea. General Secretary and President To Lam suggested that both sides strictly implement the high-level common perception; direct all levels and sectors to actively seek effective methods and measures to better control and resolve disagreements; and strengthen cooperation in accordance with the level of bilateral relations on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Prime Minister Li Qiang visited Vietnam from October 12 to 14.
