Prime Minister chairs second Government meeting on law in August

On the morning of August 27, Prime Minister Pham Minh Chinh chaired a Government meeting on law-making, discussing and giving opinions on three draft laws: the draft Law on Management and Investment of State Capital in Enterprises (amended); the draft Law on Teachers; and the draft Law on Digital Technology Industry.

This is the second legal thematic meeting in August 2024 and the eighth legal thematic meeting this year of the Government. Attending the meeting were Deputy Prime Ministers, ministers, heads of ministerial-level agencies, and agencies under the Government.

Opening the meeting, Prime Minister Pham Minh Chinh welcomed the new Deputy Prime Ministers and Ministers approved by the National Assembly and the General Secretary and President presented the appointment decisions.

Prime Minister Pham Minh Chinh hopes that the newly appointed Deputy Prime Ministers and Ministers, together with the Government, will further promote solidarity, unity, discipline, integrity, innovation, and take drastic and effective actions to excellently fulfill assigned tasks, especially the goals and tasks set forth by the 13th National Party Congress.

In the immediate future, strive to complete the socio-economic development targets for 2024 and set out directions, tasks, and solutions for socio-economic development in 2025; contributing to the results of 5 years of implementing the 10-year socio-economic development strategy 2021-2030, and directions and tasks for socio-economic development for 5 years 2026-2030.

The Prime Minister said that this meeting aims to continue implementing one of the three strategic breakthroughs identified by the 13th National Party Congress, in order to supplement and perfect institutions, remove difficulties and obstacles, and unleash resources for development.

The Prime Minister emphasized the need to continue to innovate the thinking of law-making in the direction of: Closely following reality, respecting objective reality; issues that are mature, clear, proven correct by practice, agreed by the majority, and effectively implemented should be legalized; issues that are not mature, unclear should be piloted, experience gained while doing, and gradually expanded; not being perfectionist, not being hasty.

According to the Prime Minister, the draft laws considered at the meeting are all important, stemming from practical requirements. In particular, the development of the draft Law on Management and Investment of State Capital in Enterprises (amended) aims to better manage State capital in enterprises, but also remove obstacles, and promote State resources and assets for development.

The Law on Teachers Project aims to improve the quality of teachers, meet the requirements, tasks and missions of teaching in the new conditions, with the viewpoint that "teachers are the driving force and inspiration for students".

The Digital Technology Industry Law Project aims to create a legal corridor to promote development and at the same time manage the state in the field of digital technology industry...

According to the program, at the meeting, the Government listened to the presentation of the summary report and the report on receiving appraisal opinions; and discussed the policy contents of the draft laws.
