Russian Deputy Minister: NATO is ready to prepare for full-scale war with Russia

Speaking to military attaches and foreign diplomats in Moscow on December 27, Russian Deputy Defense Minister Alexander Fomin accused NATO of being ready for full-scale war with Russia.

"Military developments within NATO show that the bloc is fully preparing for a large-scale, high-intensity armed conflict with Russia," Deputy Minister Fomin said.

These preparations are taking place alongside the expansion of military capabilities and are reflected in NATO's program documents, which, according to Fomin, accuse Moscow of being "the main threat to the security of the alliance." Meanwhile, older documents, including the 2002 Rome Declaration, which is still in force, assert that Russia and NATO do not see each other as adversaries.

The frozen relationship between Russia and NATO has worsened in recent months. In October, Moscow said it was suspending all direct contacts with NATO and closing its Moscow office in response to the expulsion of eight Russian diplomats from Brussels. Foreign Minister Sergey Lavrov said bilateral channels were being used by NATO to “push propaganda and pressure Russia” rather than for substantive dialogue.

In early December, Russian President Vladimir Putin floated the idea of a comprehensive, legally binding security agreement with the West. The proposal was put forward in two draft documents, one for the United States and one for NATO as a whole. The proposed agreement would require NATO to halt its eastward expansion and provide guaranteessureon not deploying certain weapons systems in Europe.

The draft agreement is designed to benefit both Russia and NATO, the Russian deputy defense minister said, adding that he hopes the bloc will soon discuss the security proposals in a constructive manner.

"We believe that this agreement is being developed in the interests of both Russia and Europe as a whole. We are looking forward to a serious and constructive exchange. We are waiting for the alliance to respond substantively to our proposals and are ready to start dialogue at any convenient moment."
