Latest information on the case of the former District Chairman in Dong Nai being scammed of 171 billion VND

On the morning of July 30, at the regular meeting of June 2024 of Dong Nai, Lieutenant Colonel Nguyen Manh Toan - Deputy Director of Dong Nai Provincial Police informed that the Investigation Agency has identified a group of fraudsters using 109 bank accounts to appropriate more than 171 billion VND from Ms. Nguyen Thi Giang Huong (when she was the Chairman of Nhon Trach District People's Committee).

"Based on documents and evidence collected, the provincial police have determined that a group of Vietnamese nationals living in Cambodia, led by foreigners, used 109 bank accounts to defraud and appropriate assets of the Chairman of the People's Committee of Nhon Trach district," said Lieutenant Colonel Toan.

According to the Deputy Director of Dong Nai Police, expanding the investigation, the authorities discovered that 12 people living in Vietnam colluded to use fake citizen identification cards to register and open 17 accounts to sell to the fraud group.

"Currently, the Investigation Police Agency of Dong Nai Province Police has consolidated the case file, initiated a criminal case, and prosecuted the accused for the crime of "using fake documents of agencies and organizations". At the same time, the Provincial Police continue to coordinate with professional units of the Ministry of Public Security to investigate and clarify," added Senior Lieutenant Colonel Toan.

Previously, on July 17, Colonel Nguyen Hong Phong, Director of Dong Nai Provincial Police, said that the Provincial Police Investigation Agency had initiated a case and prosecuted 10 defendants related to the case of former Nhon Trach District Chairwoman Nguyen Thi Giang Huong being defrauded of more than 171 billion VND.

Regarding this case, the leader of Dong Nai Provincial Police said that Ms. Giang Huong was scammed by a person impersonating the Deputy Director of the Provincial Police. After the incident, the Provincial Police mobilized forces and coordinated with professional units of the Ministry of Public Security to establish a special project to fight and investigate.

According to Colonel Phong, this is a complicated case, involving many subjects operating abroad, so the provincial police and professional units of the Ministry of Public Security, and the police of several localities are investigating and expanding the case, identifying and clarifying the subjects involved for handling according to the law.

Previously, Mr. Vo Tan Duc - Acting Chairman of Dong Nai Provincial People's Committee signed a decision to remove Ms. Nguyen Thi Giang Huong from the position of Chairman of Nhon Trach District People's Committee.

According to the Chairman of Dong Nai Provincial People's Committee, previously, Dong Nai Provincial Party Committee's Inspection Committee requested the Party Committee of the Provincial People's Committee and the Party Delegation of the Provincial People's Council to take administrative disciplinary action against Ms. Nguyen Thi Giang Huong, Chairman of Nhon Trach District People's Committee, according to Party regulations.

The Standing Committee of Dong Nai Provincial Party Committee also disciplined Ms. Nguyen Thi Giang Huong, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Nhon Trach District, by removing her from the position of Deputy Secretary of the Nhon Trach District Party Committee for the 2020-2025 term.

The Standing Committee of Dong Nai Provincial Party Committee concluded that Ms. Nguyen Thi Giang Huong did things that were not prohibited by law but negatively affected the reputation of the Party organization, the locality, the pioneering and exemplary role and the responsibility to set an example of Party members.

Ms. Nguyen Thi Giang Huong's violations are serious, creating bad public opinion in society, cadres, party members and people, reducing her own reputation, the reputation of the District Party Committee and People's Committee of Nhon Trach district.

In March 2024, the authorities received an investigation into the case of Ms. Nguyen Thi Giang Huong losing 171 billion VND in her account. Ms. Huong was scammed by a group of high-tech scammers who claimed to be law enforcement agencies and asked Ms. Huong to open an account to transfer money into. The group then hacked into the account to appropriate 171 billion VND from Ms. Huong.

After that, the Inspection Committee of Dong Nai Provincial Party Committee organized an inspection and determined that Ms. Nguyen Thi Giang Huong had shortcomings and violations: "Declaring assets dishonestly", violating the Regulations on what Party members are not allowed to do; the Law on Anti-Corruption and Regulation 69 of the Politburo (term XIII) on disciplining Party organizations and violating Party members.

The Inspection Committee of Dong Nai Provincial Party Committee has recommended that the Standing Committee of the Provincial Party Committee consider and discipline Ms. Nguyen Thi Giang Huong according to its authority.
