On the morning of December 15, at the regular meeting of December (4th time), Hai Duong Provincial People's Committee considered land prices as a basis for determining the starting price for the auction to select investors to implement the Hotel and Apartment Complex project in Hai Duong City.
According to the report of the Department of Natural Resources and Environment, the land allocated with land use fee collection (mixed-use apartment land) costs more than 37.2 million VND/m2, the land use right value is more than 398.3 billion VND. For commercial service land - leased land with annual land rent payment (hotel) costs more than 31 million VND/m2, the land use right value is more than 163.9 billion VND.
At the meeting, the Standing Vice Chairman of the Provincial People's Committee concluded that the Provincial People's Committee basically agreed with the content of the submission of the Department of Natural Resources and Environment on the proposal to approve land prices as the basis for determining the starting price for auctioning land use rights and assets on land to select investors to implement the project of the Hotel and Mixed-use Apartment Complex in the Hai Duong Provincial Concentrated Administrative Area.
The project of Hotel and Mixed-use Apartment Building in the concentrated administrative area of the province is located in the north adjacent to Ton Duc Thang Street, in the south adjacent to Ham Nghi Street, in the east adjacent to Thanh Nien Street, in the west adjacent to Nguyen Duc Canh Street. The mixed-use apartment land area of the project is 10,700 m2, construction density is 43%, the number of floors is 25 floors, the main functions are apartments, commercial services, support services, public works, parking lots in 2 basements. The hotel land area is 5,272 m2, maximum construction density is 43%, the number of floors is 26 floors (excluding the basement), the main functions are hotel rooms, commercial services, support services, offices for rent, public works and parking lots in 2 basements.
For residential land, investors are allocated land according to the investment project term. The transferee of the apartment building is allowed to use it for a long time. Investors are allowed to use the basement floor area and the floor area used for commercial purposes for 50 years. For commercial land, service land, and land for underground construction with business purposes, the land lease term is 50 years.
At the meeting, the Provincial People's Committee also agreed with the proposal of the Department of Finance on approving the percentage to determine the starting price for the auction of land use rights and land lease rights for the investment project to build a hotel and mixed-use apartment building in the Hai Duong Provincial Concentrated Administrative Area. Based on the current status of the land to be appraised and the consensus of relevant departments and branches, the Department of Finance proposed that the Provincial People's Committee consider and approve the percentage plan to determine the starting price for the auction of land use rights with annual rental payment for the hotel land at 1.6%/year.
