Vietnam - Mongolia Joint Communique

At the invitation of President Vo Van Thuong, President of Mongolia Ukhnaagiin Khurelsukh and his wife paid a State visit to Vietnam from November 1-5, 2023.

During the visit, the two sides issued a Vietnam - Mongolia Joint Communique.

We respectfully introduce the full text of the Vietnam - Mongolia Joint Communique:

1. At the invitation of President of the Socialist Republic of Vietnam Vo Van Thuong, President of Mongolia Ukhnaagiin Khurelsukh and his wife paid a State visit to Vietnam from November 1 to 5, 2023.

2. During the visit, President Ukhnaagiin Khurelsukh held talks with President Vo Van Thuong, met with General Secretary Nguyen Phu Trong, Prime Minister Pham Minh Chinh and National Assembly Chairman Vuong Dinh Hue; visited the Ho Chi Minh Mausoleum; attended the Vietnam - Mongolia Business Forum; visited the Cavalry Mobile Police Corps under the Mobile Police Command, Ministry of Public Security of Vietnam and visited a number of economic and cultural establishments in Hoa Binh province.

3. During the visit, the two sides had a substantive exchange on measures to promote bilateral cooperation in the fields of politics, defense, security, economy, education, science and technology, transportation, logistics, culture, tourism and people-to-people exchange, as well as a number of regional and international issues of mutual concern, towards establishing a new, increasingly comprehensive and substantive framework for the 70th anniversary of the establishment of Vietnam-Mongolia diplomatic relations in 2024.

4. At the talks, President Vo Van Thuong and President of Mongolia Ukhnaagiin Khurelsukh expressed satisfaction with the traditional friendship between the two countries which is developing well and has achieved a number of new achievements in the fields of politics, defense, security and economy; agreed to continue to promote the bilateral relationship to develop substantially and effectively in many fields in accordance with the potential, strengths and needs of each country. The two sides agreed to continue to increase the exchange of delegations and contacts at all levels through the Party, State, Government and National Assembly channels in many flexible forms; coordinate in implementing activities to celebrate the 70th anniversary of the establishment of diplomatic relations in 2024; promote the effective implementation of bilateral cooperation agreements, thereby contributing to strengthening political trust between the two countries.

5. The two sides agreed to continue to strengthen defense and security cooperation, effectively implement existing cooperation mechanisms, including the "Agreement between the Government of Vietnam and the Government of Mongolia on cooperation in the field of defense" (December 2019); especially implementing the results of the official visit to Mongolia by the Minister of National Defense of Vietnam in October 2023; promoting substantive cooperation in the fields of defense technology and industry, peacekeeping, and information exchange in the field of defense through specific cooperation projects and programs. The two sides agreed to promote the effective implementation of bilateral cooperation documents in the fields of ensuring security and order, preventing transnational crimes, and managing immigration signed between law enforcement agencies of the two countries; acknowledged the establishment of the Cavalry Mobile Police Group under the Mobile Police Command, Ministry of Public Security of Vietnam as a vivid demonstration of the close and effective cooperation between the security agencies of the two countries, contributing to ensuring security, order and social safety; agreed to continue cooperation to strengthen the Cavalry Mobile Police Group in the coming time.

6. The two sides highly appreciated the role of the Intergovernmental Committee on Economic, Trade, Scientific and Technical Cooperation, thereby contributing to promoting substantive cooperation in the fields of economy, trade and investment between the two countries; agreed to strengthen business connection and trade promotion activities in each country; support cooperation in the strategic mineral sector of the two countries; take advantage of opportunities and strengths of both sides to promote bilateral trade turnover in the coming time. The two sides highly appreciated the active and pioneering role of the business communities of the two countries, including the Vietnam - Mongolia Business Council under the Vietnam Federation of Commerce and Industry (VCCI) and the Mongolia - Vietnam Business Council under the Mongolian Chamber of Commerce and Industry (MNCCI) in promoting, connecting and supporting businesses of both sides.

7. The two sides agreed to continue to promote the effective implementation of the Memorandum of Understanding on Cooperation in the Agricultural Sector signed in 2022; welcomed the two sides' agreement on the Form of Quarantine Certificate for Export of Goat and Sheep Meat from Mongolia and the Quarantine Certificate for Export of Poultry Meat and Poultry Products from Vietnam to Mongolia, thereby facilitating the exchange of agricultural products between the two countries; increased exchange of experts, transfer of advanced production technology, especially agricultural food production technology to Mongolia.

8. The two countries' senior leaders highly appreciated the relevant organizations on both sides for expanding aviation relations and making efforts to promote economic, trade, tourism and people-to-people exchanges between the two countries. The two sides agreed to continue discussions to find fundamental solutions to remove difficulties in logistics, rail, sea and air transport between the two countries.

9. The two countries' senior leaders emphasized the effective implementation of the Memorandum of Understanding between the Ministry of Labor, War Invalids and Social Affairs of Vietnam and the Ministry of Labor and Social Protection of Mongolia (2017) on cooperation in the fields of employment policy, social security, vocational education, social insurance, population development, social policies and services for people with disabilities, gender equality and social welfare; agreed to continue studying the ability to supply and receive labor in the industries and fields that both sides have demand for.

10. The two sides agreed to continue to effectively implement the Agreement on Educational Cooperation signed in 2012. The Vietnamese side agreed to actively consider increasing the number of Government scholarships for Mongolia on the basis of the Mongolian President's Scholarship Program Initiative named "Message 2100".

11. The two sides agreed to further expand cooperation in the field of health, including traditional medicine; research and develop technology for producing herbal medicines; strengthen the implementation of exchange programs and promote the culture and history of each country, promote the exchange of cultural and artistic delegations; strengthen cooperation in the field of preserving cultural heritage and historical relics; enhance the promotion of tourism potential and strengths of both sides, promote friendly exchanges between the people of the two countries, especially youth and student exchanges and cooperation between localities; closely cooperate to protect citizens of each country to feel secure living, studying and working in the other country, contributing to promoting the role of a bridge between the two countries' friendly relations.

12. The two sides agreed to continue to cooperate closely and support each other in regional and international forums of mutual interest such as the United Nations, the Non-Aligned Movement, the WTO, ASEM, ASEAN (ARF), UNESCO, the Ulaanbaatar Dialogue on Northeast Asian Security, and the Asia-Pacific Group on Money Laundering (APG).

13. Vietnam is ready to support Mongolia in expanding and strengthening relations with ASEAN countries, and affirms its support for Mongolia's request to join APEC when the organization expands to accept new members. The two sides attach importance to implementing the United Nations Sustainable Development Agenda to 2030; expressed their readiness for substantive cooperation in the direction of supporting green growth, combating climate change, reducing poverty, and ensuring food security.

14. The two sides acknowledged the importance of maintaining a peaceful and secure environment in the East Sea, and resolving disputes by peaceful means on the basis of the United Nations Charter and international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).

15. During the visit, the two sides signed the following documents:

(1) Agreement between the Government of Vietnam and the Government of Mongolia on visa exemption for holders of diplomatic, official and ordinary passports; (2) Memorandum of Understanding between the Ministry of Public Security of Vietnam and the Ministry of Justice and Interior of Mongolia on information exchange and cooperation in immigration management; (3) Memorandum of Understanding between the Ministry of Public Security of Vietnam and the Ministry of Justice and Interior of Mongolia on cooperation in preventing and combating transnational drug crimes; (4) Memorandum of Understanding between the Ministry of Public Security of Vietnam and the Office of the National Security Council of Mongolia; (5) Memorandum of Understanding between the Ministry of Public Security of Vietnam and the Office of the National Security Council of Mongolia on cooperation in strategic research; (6) Memorandum of Understanding between the Ministry of Industry and Trade of Vietnam and the Ministry of Food, Agriculture and Light Industry of Mongolia on sustainable rice trade.

16. President of Mongolia Ukhnaagiin Khurelsukh and his wife sincerely thanked President Vo Van Thuong, his wife, the leaders and people of Vietnam for the warm, friendly and thoughtful reception given to the Mongolian delegation. The President of Mongolia respectfully invited President Vo Van Thuong and his wife to pay a state visit to Mongolia on the occasion of the 70th anniversary of the establishment of Vietnam-Mongolia diplomatic relations in 2024. President Vo Van Thuong thanked and happily accepted the invitation.
