Press Release No. 5, 6th Session, 15th National Assembly

In the morning, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall, listening to Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present a report explaining, accepting and revising the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

The discussion session had 27 delegates speaking, one delegate debated focusing on the following contents: scope of regulation; explanation of terms; position, functions, tasks, and powers of forces participating in protecting security and order at the grassroots level;

Standards for participating in the force participating in protecting security and order at the grassroots level; title, duties of the title, establishment of the Security and Order Protection Team; adjustment of title, adjustment of the Security and Order Protection Team, termination of participation in the force participating in protecting security and order at the grassroots level;

Arrange forces to participate in protecting security and order at the grassroots level; arrange locations and workplaces for forces participating in protecting security and order at the grassroots level;

Operating expenses and equipment for the force participating in protecting security and order at the grassroots level; training and support for the force participating in protecting security and order at the grassroots level;

Regimes and policies for members of the security and order protection force at the grassroots level who are sick, have accidents, die, are injured, or sacrifice while performing their duties;

Uniforms, certificates, equipment of forces participating in protecting security and order at the grassroots level; working relationships, coordination, support in organization, operation, and performance of tasks of forces participating in protecting security and order at the grassroots level;

Support for building a mass movement to protect national security; expenditure tasks of the Ministry of Public Security, expenditure tasks of localities; prohibited acts...

At the end of the discussion session, Minister of Public Security To Lam spoke to explain and clarify a number of issues raised by National Assembly delegates.

In the afternoon, content 1, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, present a report on the draft resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works; Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented a report on the verification of the above content.

Content 2, the National Assembly discussed in groups the adjustment of some contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the feasibility study report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport; Resolution on piloting some specific mechanisms and policies on investment in construction of road traffic works.

On Monday, October 30, the National Assembly spent the whole day working in the hall discussing the implementation of the National Assembly's resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.
