Press Release No. 3, 6th Session, 15th National Assembly

On the third working day of the 6th Session of the 15th National Assembly, the National Assembly conducted a vote of confidence by secret ballot; discussed the draft Law on Identification and the Law on Telecommunications (amended).

General To Lam, Minister of Public Security, spoke to explain and clarify a number of issues raised by National Assembly deputies.

On Wednesday, October 25, the National Assembly continued the third working day of the 6th Session of the 15th National Assembly.

In the morning, content 1, under the direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly listened to Head of the Delegation Work Committee Nguyen Thi Thanh, on behalf of the National Assembly Standing Committee, present a report on the results of discussions at the Delegation on issues related to the vote of confidence.

The National Assembly then established a Vote Counting Committee and conducted a vote of confidence by secret ballot.

Content 2, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present a report explaining, accepting and revising the draft Law on Identification. After that, the National Assembly discussed a number of contents with different opinions of the draft Law on Identification.

During the discussion, 17 National Assembly deputies spoke and 5 deputies debated, in which the deputies basically agreed with the content of the Report on explanation, acceptance and revision of the National Assembly Standing Committee and the content of the draft Law.

In addition, National Assembly deputies focused on discussing: scope of regulation; subjects of application; name of the draft Law; explanation of terms; rights and obligations of Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined regarding identification; responsibilities of the Identification Management Agency; national data center; prohibited acts; responsibilities of the People's Committees of provinces and centrally run cities.

Regarding the National Population Database and the Identity Database, delegates focused on discussing: information in the National Population Database; collecting, updating, managing, connecting, sharing, and exploiting information in the National Population Database and the Identity Database.

Regarding identity cards and identity certificates, delegates focused on discussing: the name of the identity card; the content shown on the identity card; integrating information into the identity card; people who are granted identity cards; cases of issuing, exchanging, and reissuing identity cards; authority to issue, exchange, and reissue identity cards; withdrawing and keeping identity cards; locking and unlocking electronic identity cards; identity certificates and management of people of Vietnamese origin whose nationality has not been determined...

At the end of the discussion session, Minister of Public Security To Lam spoke to explain and clarify a number of issues raised by National Assembly deputies.

In the afternoon, content 1, under the direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly listened to: Head of the Vote Counting Committee Nguyen Thanh Hai report on the vote counting results; Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong presented the draft Resolution confirming the results of the vote of confidence for those holding positions elected or approved by the National Assembly.

The National Assembly then voted to pass a Resolution of the National Assembly confirming the results of the vote of confidence for those holding positions elected or approved by the National Assembly using an electronic voting system.

The results were as follows: 472 delegates participated in the vote (equal to 95.55% of the total number of National Assembly delegates), of which 470 delegates approved (equal to 95.14% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.40% of the total number of National Assembly delegates).

Content 2, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy present a report explaining, accepting and revising the draft Law on Telecommunications (amended).

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Telecommunications (amended).

The discussion session had 11 delegates speaking. The delegates focused on the following contents: State policy on telecommunications; State management responsibility for telecommunications; ensuring information confidentiality; rights and obligations of telecommunications service agents; refusal to provide telecommunications services; forms of granting telecommunications licenses; auction of telecommunications service subscribers; public telecommunications service fund; allocation, granting, registration, and use of telecommunications number storage and Internet resources; number portability services; granting telecommunications licenses; revocation and dismantling of telecommunications works when no longer in use; extension, re-granting, amendment, and supplementation of telecommunications licenses; provision of basic telecommunications services on the Internet; provision and use of data center services and cloud computing services; emergency information for national defense and security.

Delegates discussed the establishment and operation of private telecommunications networks serving national defense and security; ensuring information confidentiality; rights and obligations of telecommunications enterprises; telecommunications conditions when participating in auctions and competitions for the right to use radio frequencies; conditions for granting telecommunications licenses; authority to grant telecommunications licenses; land used for telecommunications works; design, construction, and installation of telecommunications works; prohibited acts in telecommunications activities; protection of the rights of telecommunications service users; transitional regulations.

At the end of the discussion session, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy spoke to explain and clarify a number of issues raised by National Assembly deputies.

Thursday, October 26, 2023: In the morning, the National Assembly held a plenary session in the hall, listening to: The Submission and the Verification Report on adjusting a number of contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh International Airport; Report on explanation, acceptance and revision of the draft Law on Water Resources (amended).

The National Assembly then discussed a number of controversial contents of the draft Law on Water Resources (amended).

In the afternoon (broadcast live on Vietnam National Assembly Television), the National Assembly held a plenary session in the hall, listened to the Report on explanation, acceptance and revision of the draft Law on Housing (amended); then, the National Assembly discussed a number of contents with different opinions of the draft Law on Housing (amended).
