On Wednesday, November 8, the National Assembly continued the 13th working day of the 6th Session of the 15th National Assembly at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

In the morning, from 8:00 to 9:30, under the direction of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued to question the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision, questioning in the fields of: science and technology; education and training; culture, sports and tourism; health; labor, war invalids and social affairs; information and communication.

Minister of Science and Technology Huynh Thanh Dat; Minister of Education and Training Nguyen Kim Son; Minister of Culture, Sports and Tourism Nguyen Van Hung; Minister of Health Dao Hong Lan; Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung; Minister of Information and Communications Nguyen Manh Hung, and Deputy Prime Minister Tran Hong Ha participated in answering questions.

At the question and answer session, there were 7 delegates questioning and 9 delegates debating (combining both the question and answer sessions in the afternoon of November 7 and the morning of November 8, there were 35 delegates questioning and debating), focusing on the following contents:

In the field of science and technology: reducing administrative procedures related to the settlement of science and technology tasks; proposing to remove obstacles in the implementation of Circular No. 03/2023/TT-BTC dated January 10, 2023 of the Ministry of Finance regulating the preparation of estimates, management, use and settlement of state budget funds for the implementation of science and technology tasks.

In the field of education and training: solutions to prevent drowning accidents for children; solutions to overcome the local surplus and shortage of teachers.

In the field of culture, sports and tourism: film appraisal and classification process.

In the medical field: the issue of paying for patients who have to buy medicine outside when medical facilities do not have enough medicine to supply; solutions to reduce the rate of patients paying for medical services themselves.

In the field of labor, war invalids and social affairs: solutions to effectively use overseas workers returning home and the issue of ensuring balance in the domestic labor force.

In the field of information and communication: breakthrough policies to both fulfill the task of policy communication and meet the increasing demand for information; building technical and economic standards, changing the revenue structure of press agencies.

From 9:50 to 11:00, Prime Minister Pham Minh Chinh reported, explained and clarified related issues, updated the socio-economic situation in October 2023 and answered questions from National Assembly deputies.

At the question and answer session, 9 delegates asked questions and 1 delegate debated, focusing on the following contents: orientation and solutions for sustainable tourism development; solutions for successful implementation of decentralization and delegation of power; orientation for foreign affairs and international integration in the coming time; solutions for reforming salary policies; developing the digital economy; implementation of the Resolution on specific mechanisms in localities; tasks and solutions to rectify the situation of fires and explosions; the issue of building a team of intellectuals; the issue of institutional reform.

From 11:00 to 11:30, National Assembly Chairman Vuong Dinh Hue delivered the closing speech of the question and answer session, emphasizing that after 2.5 days of serious, focused, and enthusiastic work, with a constructive spirit, enthusiasm, and high responsibility, 457 National Assembly deputies registered to participate in the question and answer session; 152 National Assembly deputies exercised their right to question and answer, of which 39 deputies debated.

This is the first time in the 15th tenure that the Prime Minister, all Deputy Prime Ministers and 21 ministers and heads of sectors have directly answered questions from National Assembly deputies. With a very wide scope, relating to 21 different fields, 10 resolutions of the National Assembly, on the basis of arrangement into 4 groups of fields according to the initiative of the National Assembly Standing Committee.

National Assembly delegates demonstrated a high sense of responsibility, carefully studied the reports, asked short, clear, focused questions, and went straight to the point. Government members and sector heads had a firm grasp of the current situation of their sectors and areas of responsibility, and basically answered frankly, explained seriously, clarified many issues, and proposed solutions to overcome them, including solutions with specific roadmaps.

The National Assembly acknowledged and appreciated the seriousness, openness, and sense of responsibility of Government members and sector heads in answering questions and absorbing opinions of National Assembly deputies.

Through the reports of the agencies and the developments of the question and answer session, it can be seen that, basically, the resolutions of the National Assembly have been seriously and responsibly implemented by the agencies with many synchronous solutions, creating positive changes and achieving specific results in most areas, thereby contributing significantly to the successful implementation of the tasks, goals and targets for annual socio-economic development according to the resolutions of the National Assembly; at the same time, it is pointed out that the implementation of some resolutions and tasks is still slow, some contents and targets in the resolutions have not been completed, have not met the requirements, have been slow to change, have not been completely resolved or still have difficulties and problems, which need to be overcome, removed and completely resolved in the coming time.

Based on the results of the questioning session, the National Assembly will consider issuing a resolution on questioning at the end of the session. It is recommended that the Government, the Supreme People's Court, the Supreme People's Procuracy, ministers and heads of sectors fully absorb the opinions of National Assembly deputies, continue to resolutely, synchronously and comprehensively implement the National Assembly's resolutions on supervision and questioning, focusing on promptly, fully and effectively overcoming shortcomings, limitations and weaknesses in each field.

In the afternoon, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to Minister of National Defense Phan Van Giang, authorized by the Prime Minister, present a report on the draft Law on National Defense Industry, Security and Industrial Mobilization; Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present a report on the review of the draft Law on National Defense Industry, Security and Industrial Mobilization; Minister of Justice Le Thanh Long, authorized by the Prime Minister, present a report on the draft Law on amending and supplementing a number of articles of the Law on Property Auction; Chairman of the National Assembly's Economic Committee Vu Hong Thanh present a report on the draft Law on amending and supplementing a number of articles of the Law on Property Auction.

After that, the National Assembly discussed in groups the draft Law on National Defense Industry, Security and Industrial Mobilization; the draft Law on amending and supplementing a number of articles of the Law on Property Auction.

On the morning of Thursday, November 9, the National Assembly will discuss in the hall the adjustment of some contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the feasibility study report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport; the draft resolution on piloting some specific mechanisms and policies on investment in the construction of road traffic works.

In the afternoon, the National Assembly will vote to pass a resolution on the 2024 Socio-Economic Development Plan; listen to the presentation and examination report on the draft Law on the Organization of People's Courts (amended). After that, the National Assembly will discuss in groups the draft Law on the Organization of People's Courts (amended).
