Creating a breakthrough for Nguyen Trai High School for the Gifted

Nguyen Trai High School for the Gifted is the only high school for the gifted in Hai Duong province, established in 1984 under the name of Hai Hung High School for the Gifted. Since its establishment, the school has always had many outstanding achievements in national and international competitions for gifted students, bringing glory to the homeland. In the past 10 years, the school's national competition results for gifted students have always maintained the top position nationwide, in which 4 years have had students winning regional and international prizes.

But in recent years, the quality of key education has been on the decline. In the past two school years, the school has not had any students win international medals. The quality of national first prizes in competitions is not sustainable and is not numerous. Compared to specialized schools in the region, the quality of students who are good at natural sciences at the school has also been on the decline, the quality of prizes in some social subjects is unstable...

Mr. Luong Hai Anh, a chemistry teacher and also in charge of training the provincial team of national excellent students in chemistry, said that studying for the national excellent student team is more difficult and the treatment is not commensurate. On the other hand, due to the diversity of university admission methods, students have many options to enter university or study abroad, which is much more leisurely than striving to win a national prize to enter university. From there, many students have shown a mentality of not being interested in joining the national excellent student team. This is also one of the reasons why the quality of the school's key education tends to decline. "The new policy, if implemented, will create great motivation for teachers and students," said Mr. Hai Anh.

According to Mr. Trinh Ngoc Tung, Principal of Nguyen Trai High School for the Gifted, many contents on policies and regimes have not kept up with new regulations, and are still lower than many provinces in the region. The team of teachers teaching specialized subjects such as informatics, physics, chemistry, and biology is having difficulty in recruiting new teachers. For many years, the school has not been able to recruit teachers of informatics. Many teachers are young, so they do not have much experience, and the capacity of teachers teaching specialized subjects is uneven. After many years of teaching specialized subjects and training teams, some teachers have begun to have poor health and are slow to update new information in teaching specialized subjects.

On the other hand, the budget for inviting experts according to the regulations is still low, so inviting experts to train the teams must mainly be done through socialization. This is also the reason why it is difficult to attract poor students to the national excellent student team. The school has not attracted many students with quality, talent and high achievements in the excellent student competition for grade 9, especially at the district level...

Mr. Tung said: “The policy adjustment is a great concern and priority of Hai Duong province in nurturing talents and developing the province’s education and training career. The collective of cadres, teachers and students are very excited and hope that the new regime and policies will soon become a reality.”

Implementing the conclusion of the Provincial Party Secretary Tran Duc Thang at the conference on contact and dialogue between the leaders of Hai Duong province and officials, civil servants and public employees of the education and training sector, the Department of Education and Training has chaired and coordinated to advise the Provincial People's Committee to build a suitable incentive mechanism for the development of specialized high schools in the province and the system of key secondary schools in districts, towns and cities.

According to the submission of the Provincial People's Committee on the proposal to develop a Resolution of the Provincial People's Council on regulations on policies for teachers and students of Nguyen Trai High School for the Gifted to replace Resolution No. 07/2018/NQ-HDND dated July 11, 2018 of the Provincial People's Council, the total budget for implementing the policy in 2024 is about 26 billion VND, an increase of about 12 billion VND compared to 2023. The new point is that there are some additional contents such as funding: inviting lecturers to review national and international exams; supporting funding for specialized teachers 500,000 VND/month; giving scholarships to students, rewarding managers and teachers. Notably, the reward money for international, national and regional awards has increased significantly. For example, students winning international awards are awarded the highest prize of 300 million VND, the awards increase from 50-200 million VND/award; The highest regional prize is 150 million VND, the prizes increase from 15-120 million VND/prize; the highest national prize is 50 million VND, the prizes increase from 6.5-30 million VND/prize...

Mr. Do Duy Hung, Deputy Director of the Department of Education and Training, said that adjusting regulations on policies and regimes for teachers and students of Nguyen Trai High School for the Gifted is very necessary to create more strengths in improving the quality of key education in Hai Duong province. The draft resolution has been widely consulted with the people and will be submitted to the year-end meeting of the 17th Hai Duong Provincial People's Council for the 2021-2026 term.
