The Chairman of Hai Duong Provincial People's Committee has sent a document to a number of departments and the People's Committee of Kinh Mon town and Chi Linh city to direct the implementation of tasks after handing over and receiving encroached farming and settlement areas between Hai Duong and Quang Ninh provinces.
The Chairman of the Provincial People's Committee requested the Department of Home Affairs to advise the Provincial People's Committee to submit to the Provincial People's Council on the dissolution and establishment of new villages and residential areas (if any) in cities and towns. Guide the People's Committees of cities and towns on the arrangement and assignment of elected representatives, cadres, civil servants, public employees, and non-professional workers at the commune, village, and residential area levels who are living in encroached areas and encroached areas according to personal wishes... The Department of Labor, War Invalids and Social Affairs guides the review, adjustment and implementation of policies in the fields of labor, social affairs, and policies for people with meritorious services. The Department of Education and Training coordinates in arranging work according to personal wishes for teachers living in the handover and reception areas; directs and guides the arrangement and registration of study places for students in the handover and reception areas according to the principle of respecting the choice of students (wherever they wish to study, they will be allowed to study there).
The provincial police direct and guide the Chi Linh City Police, Kinh Mon Town Police, and relevant commune and ward police to immediately update population data and issue and change citizen identification cards upon request from people in the areas that have been handed over and received. Previously, on August 9, the People's Committees of Hai Duong and Quang Ninh provinces held a handover of administrative boundary management in the encroachment and settlement areas between the two localities. At the conference, the two provinces signed a handover and acceptance record and agreed to continue implementing a number of related tasks, ensuring that the encroachment and settlement areas handed over and accepted between the two provinces will operate under the new administrative units from September 1.
