Social housing development in Hai Duong: Part 2 - Many projects, implementation must be drastic

In the 2023-2025 period, Hai Duong will implement dozens of social housing projects, expected to add thousands of apartments. This is both a goal to strive for and also demonstrates the province's determination to best meet the people's need for social housing.

With a construction land area of ​​over 9,000 m2, the Nhi Chau ward social housing project invested by Newland Investment Joint Stock Company consists of 3 blocks, 15 floors/block, 1 mezzanine and auxiliary works. Building NO3 will be put into operation from the end of May 2022, buildings NO1 and NO2 will be put into operation in January 2023. This is the first social housing project completed since 2021 with a scale of 619 apartments.

In addition to the projects that have just been put into use, Hai Duong has had many other social housing projects. These are: The social housing project in the new urban area south of Hai Duong city (phase 2) located in Gia Xuyen commune (Hai Duong city), invested by Thanh Dong Real Estate Investment Joint Stock Company. This social housing area consists of 4 8-storey apartment buildings, with a total floor area of ​​about 32,310 m2. The project started construction on August 28, 2023, and is expected to complete and put into use 336 social housing units before June 30, 2025.

In November 2023, the Provincial People's Council approved the investment policy of the Ta Quang Buu Apartment Complex Project, Binh Han Ward (Hai Duong City). This social housing complex has a total area of ​​over 4,831m2, including 2 apartment buildings, both 18 floors high, with an expected arrangement of about 390 social housing units with an area of ​​45 - 60m2.

By the end of August 2024, Hai Duong plans to implement 11 social housing projects in the 2024-2025 period. In Hai Duong city, there are projects: at plots 1-C2 of the Thai Binh EcoRivers riverside ecological urban area project; in Phu Quy urban area phase 1; in Ngoc Chau residential area; in Trai Bau residential area (Le Thanh Nghi ward); Tan Phu Hung urban area expansion project; apartment building for workers in Dai An residential area; housing area for workers and low-income people in plots OCN1, OCN3 of Ai Quoc ward industrial service residential area. In Cam Giang district, there are projects of residential area, housing for workers and industrial services Tan Truong; in Ghe commercial service area (Tan Truong); in the new residential area of ​​Cam Dien-Luong Dien commune. In Chi Linh city, there is a project in the new urban area in the east.

Except for the social housing project in the new residential area of ​​Cam Dien-Luong Dien commune that needs to locally adjust the planning of the land plot for project implementation, with the implementation of the remaining 10 projects mentioned above, the social housing supply of Hai Duong by 2025 is expected to be supplemented with 5,554 apartments.

Implementing Directive 34/CT-TW dated May 24, 2024 of the Central Party Secretariat on strengthening the Party's leadership over social housing development in the new situation, on June 7, 2024, the Standing Committee of the Hai Duong Provincial Party Committee issued Decision 1218-QD/TU to establish the Steering Committee for social housing development. Hai Duong is one of the provinces that promptly implemented the direction of the Secretariat on this issue.

Immediately after its establishment, the Steering Committee for Social Housing Development of Hai Duong province held its first meeting to discuss solutions for implementing the Social Housing Development Project in the province for the period 2023-2030.

At this meeting, comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, requested localities to regularly review the demand for social housing and workers' housing, determine land funds for social housing development, and then decide which projects to invest in, where and when, in order to manage and use them for the right purposes and effectively in each specific stage, without wasting resources. Localities and relevant units need to urge, promote, and remove difficulties and obstacles to speed up the implementation of social housing projects.

For the 11 projects mentioned above, many problems have been pointed out. For example, at the social housing land project of the EcoRivers project, the approved detailed construction plan is for 3-storey housing projects, which is not in accordance with the provisions of the Housing Law 2023; the social housing land plot of the Trai Bau residential area project has 33.5 m2 that has not been cleared, and more than 5,526 m2 has not been handed over. In addition, the social housing land plot in the residential area, workers' housing and industrial services of Tan Truong has been approved by the Provincial People's Committee in principle to be assigned to the Vietnam General Confederation of Labor to build the project, but the progress is still slow.

Determined to bring projects from draft to field, at the working session with the Department of Construction and a number of related departments, branches and localities on July 3, 2024, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, assigned a series of specific tasks, from planning adjustment, handover and acceptance of land plots for social housing projects to site clearance progress, organization of investor selection...

According to the Social Housing Development Project, by 2030, Hai Duong plans to invest in building at least 15,920 apartments. In the 2023-2025 period, the province plans to complete and start construction of about 6,899 social housing apartments.

According to the approved provincial planning, in the 2026-2030 period, the province plans to establish 15 new industrial parks with a scale of 2,922 hectares. According to the provisions of the Housing Law 2023, newly established industrial parks must arrange accommodation funds for workers and be invested in construction by enterprises operating industrial park infrastructure or enterprises, cooperatives, and cooperative unions producing in the industrial park. This will be a new source of social housing, contributing to achieving the goal of developing social housing in the 2026-2030 period.
