Through review and calculation according to the Housing Law 2023 effective from August 1, the Department of Construction of Hai Duong province determined that the selling price of social housing in Hai Duong city is expected to be from 12-15 million VND/m2.

The above price is lower than the average land price in Hai Duong city and higher than the average land price in the remaining 15 urban areas of the province. Therefore, it is forecasted that the demand for social housing in urban areas in the province will mainly be concentrated in Hai Duong city. Social housing must be apartment buildings.

According to the People's Committee of Hai Duong City, the city has reviewed and identified about 2,620 cases that meet the conditions for social housing needs. In the period of 2024-2025, it will meet the social housing needs of about 1,350 cases.

In the coming time, Hai Duong City plans to implement 6 social housing projects. These are Ta Quang Buu apartment complex (390 units) and land plots for social housing construction in residential and urban projects: Ngoc Chau residential area (about 499 units), Phu Quy urban area (378 units), Thai Binh Ecoriver ecological urban area along the river (882 units), Trai Bau residential area (262 units), Tan Phu Hung expanded urban area (1,390 units).

From 2021 to present, Hai Duong City has 1 social housing project in Nhi Chau ward completed and put into use with 619 units; 1 project is being implemented in the Southern Urban Area of ​​the city with 336 units, expected to be put into use before June 30, 2025.
