According to the Prime Minister, unity and coordination between departments, ministries, branches, localities, and the connection of the Steering Committee Office are important conditions for completing the task.
On the afternoon of August 25, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the National Cyber Security and Safety Steering Committee (Steering Committee) chaired the second meeting of the Steering Committee.
Also attending the meeting were Minister and Head of the Government Office Tran Van Son; Minister of Information and Communications Nguyen Manh Hung; members of the Steering Committee who are leaders of ministries, branches, central agencies; and leaders of a number of provinces and centrally-run cities.
At the meeting, the Steering Committee announced the Prime Minister's decisions on approving the list of members and perfecting the Steering Committee. Accordingly, Prime Minister Pham Minh Chinh is the Head of the Steering Committee; Minister of Public Security, General To Lam is the Standing Deputy Head of the Steering Committee; Deputy Heads of the Steering Committee include: Minister of National Defense, General Phan Van Giang; Deputy Prime Minister Tran Luu Quang; Head of the Central Propaganda Department Nguyen Trong Nghia.
Effectively carry out 4 key tasks
The meeting assessed that under the comprehensive direction of the Steering Committee, the work of ensuring network safety and security was effectively implemented, achieving many positive results. The work of building and perfecting institutions was focused on and promoted; the information network system was protected to meet requirements; and violations of the law in cyberspace were effectively combated.
The Steering Committee members frankly discussed and analyzed the situation and risks that could affect network safety and security; and proposed solutions that need to be strengthened to continue ensuring network safety and security.
Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts, responsibilities and performance of the members of the Steering Committee, the Steering Committee Office, the Sub-committees and members, who have closely followed the four key tasks (cybersecurity; network information security; performing national defense tasks in cyberspace; combating and handling bad and toxic information), and completed a number of important tasks.
Accordingly, it has advised competent authorities to issue policies on network safety and security, and directed the development of strategies and projects on network security. The work of ensuring network safety and security has achieved many positive results, especially ensuring network safety and security for the national information network system and national key information systems; effectively combating violations of the law on network safety and security; ensuring network safety and security for the national information network system; protecting the prestige and image of Party and State leaders in cyberspace; enhancing the effectiveness and efficiency of state management of network security.
In addition to the achieved results, the Prime Minister pointed out that there are still some shortcomings and limitations such as low awareness of the position, role, importance, and unity in leadership and direction on cyber safety and security. The implementation of some tasks of the Steering Committee is still slow and confusing. The legal corridor and legal system on cyber safety and security are not yet complete.
State management of network safety and security has not met the requirements, especially for enterprises providing cross-border services. Cyber attacks have increased; there are still cases of state secrets being leaked via the network environment of some ministries, branches and localities. The situation of illegal collection and sale of personal information and data is still complicated.
High-tech crimes continue to occur in a complex manner with many sophisticated and unpredictable tricks, with an increasing trend, causing public outrage. The Prime Minister requested the Ministry of Public Security to study and propose the issuance of a Prime Minister's Directive on this issue.
Along with analyzing the causes of the shortcomings and limitations, the Prime Minister emphasized a number of lessons learned. Accordingly, it is necessary to strengthen the leadership role of the Party; the direction and administration of the Government, directly the Steering Committee; the focal and coordinating role of the Steering Committee Office in all areas and aspects of work related to network safety and security.
Along with that, closely follow the tasks and annual work program of the Steering Committee to deploy the work of ensuring network safety and security in ministries, branches and localities; attach responsibility and direct direction to the heads and heads of units. Attach importance to the work of inspection, guidance and evaluation of the results of the implementation of assigned tasks; do not be negligent or lose vigilance.
According to the Prime Minister, unity and coordination between ministries, sectors, localities, and the connection of the Steering Committee Office are important conditions for completing the task. Investing in network safety and security is investing in sustainable development and creating value. Promoting the proactive role and participation of domestic and foreign organizations, businesses, associations, and experts.
Analyzing the requirements for cyber safety and security in the coming time, the Prime Minister stated that cyberspace has become a strategic space; we must proactively respond to challenges from cyberspace, not being passive or surprised. At the same time, we must have the participation and involvement of the entire political system, the business community, and the people; in which the Steering Committee, the Office of the Steering Committee, the Cyber Safety and Security Subcommittees, and the cyber safety and security forces are the core and direct.
According to the Prime Minister, our country is promoting National Digital Transformation, building a Digital Economy, Digital Society and Digital Citizens, including the task of implementing Project 06 on developing applications of population data, identification and electronic authentication to serve national digital transformation.
Therefore, network safety and security must be an important, regular, long-term task to maintain a safe, healthy, and reliable network environment for agencies, organizations, businesses, and people, in parallel with socio-economic development.
Ensuring safety and network security associated with Digital Transformation
Prime Minister Pham Minh Chinh noted that the task of protecting network safety and security for the Party, State, people and businesses is one of the important political tasks in the current conditions and context.
It is necessary to mobilize the combined strength of the entire political system, of the people and businesses, including functional forces as the core. Carry out this work regularly and continuously, both in terms of raising awareness and sense of responsibility, and in terms of organizing effective and efficient implementation, investing adequately in essential infrastructure. Develop specific policy mechanisms, especially in attracting resources, facilities, infrastructure and promoting public-private cooperation. Be autonomous, self-reliant and self-reliant in protecting safety, security and sovereignty in cyberspace.
To effectively ensure national cybersecurity in the coming time, the Prime Minister requested the Steering Committee, the Steering Committee Office, and the Cybersecurity Subcommittees to continue to promote their central role; direct and direct ministries, branches, and localities to do a good job of protecting the country's cybersecurity; and at the same time, ensure the requirements for socio-economic development and promote National Digital Transformation.
The Steering Committee and the Steering Committee Office shall research and periodically report on key issues to protect national sovereignty, interests and security in cyberspace to advise competent authorities on this field. In addition, prepare to organize a conference to review 5 years of implementing Resolution No. 30-NQ/TW, dated July 25, 2018 of the Politburo on the National Cyber Security Strategy under the direction of the Secretariat.
At the same time, perfect policies and laws and improve the effectiveness and efficiency of state management of cyber security; strictly implement the Law on Cyber Security, the Law on Cyber Security, the Law on Protection of State Secrets and documents guiding their implementation; strictly manage all types of telecommunications services; promote education to raise awareness of subjects on protecting national sovereignty in cyberspace; educate about legal provisions on cyberspace management; identify plots, tricks of cyber attacks and negative forms arising in cyberspace.
The Prime Minister emphasized that it is necessary to promote research and development of self-reliance in technology, products, and services for Vietnam's cybersecurity; strengthen direction of ensuring cybersecurity in the country's digital transformation, associated with the implementation of tasks under Project 06; and focus on attracting resources to implement this task.
The Prime Minister also requested proactive international integration in the field of cyber safety and security in the spirit of being a friend, a trustworthy partner, and being responsible in the international community, complying with international law and multilateral and bilateral treaties that Vietnam participates in; and referring to experiences in leadership, direction, and cyber safety and security models in the world.
The Prime Minister noted that it is necessary to have a national strategy on data security, and at the same time, there must be a plan to integrate, exploit, share, analyze, and process information and data to serve economic and social development; strengthen the implementation of solutions to ensure network security and fight against cybercrime; fight to prevent early cyberattacks, plots, and activities against the Party and the State in cyberspace. Organize well national-level cyberattack prevention and control drills.
The Head of the Government directed to focus on training human resources, effectively implementing the Project "Training human resources for cyber security, period 2022-2025, vision to 2030"; researching and proposing to pilot a number of preferential regimes and special regimes for specialized forces in protecting cyber security, personnel working in cyber information security; researching and developing a Coordination Regulation between the Office of the Steering Committee and the Office of the Steering Committee of related organizations and units according to assigned functions and tasks; advising on improving the operational capacity of the Office of the Steering Committee, the Cyber Security and Safety Subcommittees in localities.
The Prime Minister requested that, immediately after the meeting, members continue to focus on leading and directing the drastic implementation of tasks, so that the work of ensuring network safety and security can change more strongly, substantially, and effectively.
