Water reaches roofs, thousands of households in Quang Binh isolated

In Le Thuy flood area (Quang Binh), flood water rose almost to the roof of level 4 houses, only about 50cm away from the historical flood peak in 2020 and it is still raining, the water continues to rise.
In the whole Quang Binh province, there are over 17,000 households flooded due to heavy rain and floods, of which Le Thuy district accounts for over 12,000 households. Currently, it is still raining in this district and the water level is still rising. People in Le Thuy district said that the water level is currently only about 50 - 63cm away from the historical flood peak in 2020, depending on the location. The water rose almost to the roof of level 4 houses, forcing thousands of people to leave their homes and move to safety. Many educational institutions and government offices in Le Thuy district were submerged almost to the first floor.According to the National Center for Hydro-Meteorological Forecasting, from the night of October 28 to October 30, in the southern region of Ha Tinh province to Thua Thien - Hue, there will continue to be moderate rain, heavy rain, locally very heavy rain with rainfall from 80-160mm, locally over 250mm; warning of the risk of local heavy rain (>100mm/3h). Therefore, flood water in Le Thuy district may continue to rise. Boats are the only means for people in flooded areas of Le Thuy district to move outside to find food, drinking water or help neighbors who may be in trouble due to floods.Currently, the police and military forces are coordinating with local authorities in Le Thuy district to mobilize maximum human resources and equipment to provide supplies to people isolated by floods with the motto "no one is left behind", determined not to let anyone go hungry or thirsty.A household in a flooded area in Quang Binh province lives in a level 4 house. The water level is rising again, so the authorities use a basket boat to take them to a safe shelter.Currently, Le Thuy district authorities are arranging forces to be on duty 24/7, ready to receive information and rescue, and move people from flooded areas to safety.Authorities swim in the water to pull boats carrying essential supplies to flood victims.An elderly man in the flooded area is being helped by authorities onto a boat to take him to a safe shelter.Dr. Nguyen Ngoc Huy, a weather expert, commented that although the probability is uncertain because it depends on the amount of water coming from the source, with the current rain scenario, the flood in Le Thuy district could rise to equal or higher than the historical flood peak in 2020.Dr. Nguyen Ngoc Huy also noted that families in the Le Thuy flood area who are taking shelter in tiled and corrugated iron houses of level 4 should find an escape route in advance when the main door is blocked by flood water. It is best to take shelter in a solid 2-storey house or contact the Commune-level Command Committee for Disaster Prevention and Search and Rescue for support.
According to the Office of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Quang Binh province, the whole province currently has about 17,628 flooded households, of which Le Thuy district has 12,361 houses; Quang Ninh district has 4,897 houses and Dong Hoi city has 370 houses.
The floods also isolated 44 villages, including 5 in Le Thuy district, 38 in Quang Ninh district, and 1 in Tuyen Hoa district.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, from now until October 30, in the southern region of Ha Tinh province to Thua Thien - Hue, there will continue to be moderate rain, heavy rain, and locally very heavy rain.
On the night of October 30, in the area from Quang Binh to Quang Nam, there will be moderate rain, heavy rain, locally very heavy rain and thunderstorms with rainfall from 20-40mm, in some places over 50mm.
Heavy rains can cause flooding in low-lying areas; flash floods in small rivers and streams, and landslides on steep slopes.
