Female Director masterminded the theft of more than 66 tons of steel from Hai Duong BOT Thermal Power Plant

Form an "alliance"

China Energy Vietnam Power Plant Service Co., Ltd. (hereinafter referred to as China Energy) is the operator of the Hai Duong BOT Thermal Power Plant, located in Quang Thanh Commune (Kinh Mon). On June 4, 2021, China Energy received 9 packages of boiler surface heat-resistant steel pipes (hereinafter referred to as steel pipes) of various types from 2 enterprises, including the Southwest General Contractor. After receiving the handover, China Energy managed the above 9 packages at the company's outdoor transit warehouse.

Nguyen Thi Thuy (born in 1991, permanent residence in An Hiep commune, Quynh Phu district, Thai Binh) in Quang Thanh commune (Kinh Mon) is the Director of Thai Son Construction Construction Company Limited (hereinafter referred to as Thai Son Company) located in An Hiep commune. On March 25, 2022, Thai Son Company signed a contract with Tay Nam General Contractor to construct small-scale works in the later phase of the Hai Duong BOT Thermal Power Plant project to construct a number of items. During the bidding process at Hai Duong BOT Thermal Power Plant, Thai Son Company used a warehouse adjacent to the transit warehouse of China Energy Company.

China Energy Company signed a security contract with Dong Hai 268 Security Services Company Limited (hereinafter referred to as Dong Hai Company) to control people and vehicles entering and exiting the gate, protect and check to ensure the safety of all its assets.

During her time working at Hai Duong BOT Thermal Power Plant, Thuy met Vu Van Minh (born in 1963, living in An Luu ward) who was the Deputy Director, and Pham Van Truong (born in 1963, living in Le Ninh commune, Kinh Mon town) who was the Head of the Dong Hai Company's Security Team. When they met, Thuy discussed with Minh and Truong about stealing steel pipes stored at the transit warehouse of the China Energy Company.

According to the agreement, Thuy was responsible for hiring others to remove, cut, and transport the steel pipes for sale. Minh was responsible for directing Truong to protect the main gate guards, Ngo Van Huong (born in 1970 in Bach Dang commune), Cao Xuan Phong (born in 1965, residing in That Hung ward, Kinh Mon town), Mai Van Tinh (born in 1963, residing in Tan Dan ward, Chi Linh city) to take turns guarding day and night shifts for Thuy's people and vehicles to enter and exit the main gate without being checked according to regulations. Huong, Tinh, and Phong agreed to this.

4 times of theft

After colluding with the security forces, Thuy hired people to enter the transit warehouse of the China Energy Company from 6:30 p.m. to 8:00 p.m., steal the steel pipes and bring them back to hide behind the warehouse of the Thai Son Company. The next morning, Thuy hired people to cut the long steel pipes stolen the night before into short pieces. Next, Thuy contacted the buyer to bring a truck into the BOT Thermal Power Plant, hired people to load the stolen steel pipes onto the truck and transport them out through the main gate. Every time she sent people to steal, cut, load the steel pipes onto the truck, and let the truck in to transport the steel pipes for sale, Thuy contacted Minh and Truong to direct the security guards at the main gate of the Thermal Power Plant not to check or control.

Using the above methods and tricks on January 3, 4, 5 and 10, 2023, Thuy and his accomplices successfully carried out 4 thefts. The subjects took a total of 16,172 m of boiler surface heat-resistant pipes, equivalent to nearly 66.1 tons of 11 different types and specifications, worth more than 8.5 billion VND from China Energy Company.

Thuy sold the stolen steel for 12,500 - 13,000 VND/kg and earned more than 613.5 million VND. After selling the above amount, Thuy gave the subjects: Minh 63 million VND, Truong 135 million VND. Minh divided the amount of 6 million VND with Truong so that Truong could give Huong, Phong, Tinh each 1 million VND, saying it was Thuy's compensation.

In addition to the subjects Thuy, Minh, Truong, Huong, Phong, Tinh, the police agency also clarified 8 other subjects related to the case including: Luu Huu Vien (born in 1978), Hoang Van Bo (born in 1985), Dao Tien Tuong (born in 1992), Luong Van Ut (also known as Luong Van Hoa, born in 1973, all residing in Quang Thanh commune), Nguyen Van Vuong (born in 1980), Nguyen Van Tuan (born in 1977), Nguyen Van Vien (born in 2002), Hoang Van Hai (born in 2002, all in Le Ninh commune, Kinh Mon town).

The case involving Thuy and her accomplices has been completed by the Provincial People's Procuracy for prosecution for theft of property according to regulations. The Provincial People's Court has accepted and prepared to bring this case to trial.
