On April 14, at Lang Van restaurant in team 3, Van Diem village, Hung Long commune (Ninh Giang), a group of people claiming to be employees of a company headquartered in Hanoi came to organize the program "Gifts for housewives". Before that, this group distributed flyers with an attractive invitation "whoever comes will receive 4 liters of cooking oil for free".
The program attracted more than 200 local people to attend. Initially, the company's team introduced the products, selected a few people to register to buy to sell and refund 100% of the money to the buyers, and gave free gifts. After that, many people registered to buy products at high prices such as infrared cookers for 4 million VND... The company's team collected money first, then distributed the products to the people.
Immediately after the sale, the local government and the police force of Hung Long commune were present, demanding that the sale of the product be stopped, asking the group to refund the money to the buyers and return to the commune People's Committee headquarters to check the documents and legal records. However, after the group returned the money to the local people, they immediately got in the car and left.

According to Chairman of Hung Long Commune People's Committee Bui Trac Nghien, the company's representative discussed and asked for permission to introduce the product and submitted legal documents to the local authorities. Due to concerns about distortions in the process of introducing the promotional program, the local authorities promptly came to request the company to stop its sales activities.
According to a representative of the Trade Management Department (Department of Industry and Trade), "mobile" promotional sales activities are carried out by many businesses outside the province, without headquarters or branches in the locality. Typically, there are groups of people who often give out free gifts initially, then take advantage of the situation to sell items of unknown origin, without labels, or collect money and run away. People need to be more vigilant.
