Land use rights auctions were held since the end of 2021 and land use rights were granted to the auction winners, but up to now, the new residential area in Binh Xuyen commune (Ninh Giang, Hai Duong) still has no electricity.

The new residential area along provincial road 396C, old Dong Xuyen commune (now Binh Xuyen, Ninh Giang) was auctioned since November 2021 with 80 land lots, total planned area of more than 21,226 m².
After more than 3 years, this new residential area still has no electricity grid for people to build houses and live. Currently, there is 1 household living here. This household has to pull electricity from the village for temporary use.
The New Residential Area Project along Provincial Road 396C, Dong Xuyen Commune has built a power grid infrastructure with 30 poles, and has pulled wires expected to connect to the Dong Xuyen pumping station transformer station.
However, this transformer station is supplying electricity to some customers and serving the overloaded pumping system of the pumping station.
The lack of electricity has forced some households to stop building houses and reduced the value of land plots here.
