Through propaganda, by noon on December 1, people in 6 communes of Hung Long, Hong Phuc, Kien Quoc, Hong Phong, Hong Du, Dong Tam (Ninh Giang) had voluntarily dismantled 20 bridges violating irrigation works.
On the morning of December 1, the Steering Committee for handling violations of traffic safety infrastructure corridors on Provincial Road 396 and irrigation works of Dai Phu Giang canal and T6 canal of Hiep Le pumping station in Ninh Giang district launched a campaign to clear violations within the scope of irrigation works in 6 communes: Hung Long, Hong Phuc, Kien Quoc, Hong Phong, Hong Du, Dong Tam.
Through inspection, the entire route has 156 illegally built bridges and stalls selling goods. Of which, Kien Quoc commune has 93 bridges, Hung Long commune has 28 bridges, Hong Phong commune has 22 bridges, Hong Du commune has 7 bridges, Hong Phuc commune has 4 bridges, Dong Tam commune has 2 bridges. There are 24 stalls violating the regulations along Provincial Road 396 on the canal bank that need to be dismantled.
As of 11:00 a.m. on December 1, people voluntarily dismantled 20 bridges (12.8%). People committed to dismantling 74 bridges and stalls (47.4%).
In the coming time, local authorities will continue to propagate and mobilize households to comply with and fulfill their commitment to voluntarily dismantle illegal constructions.
Households who commit to dismantling will be supported by Ninh Giang district with machinery and the commune People's Committee with human resources. Local authorities will renovate roads for households and electricity and water systems in difficult areas. After the renovation is completed, the families will proceed to dismantle the bridge.
According to the plan, in December 2023, Ninh Giang district will completely clear illegal constructions of households in the communes of Dong Tam, Hong Du, Hong Phuc and some households voluntarily dismantled and cleared in the communes of Hung Long, Kien Quoc, Hong Phong.
In January 2024, completely clear all illegal constructions in Hung Long commune.
In February 2024, complete the clearance of the remaining illegal constructions in Kien Quoc and Hong Phong communes.
For households producing and trading in wooden furniture, the District Steering Committee allows trading and business to continue after the Lunar New Year of Giap Thin 2024 (end of February 2024). After that, they will be dismantled according to regulations.
Previously, the People's Committee of Hai Duong province issued Document No. 4581/UBND-VP dated November 30, 2023 on handling violations within the scope of protection of irrigation works. Accordingly, the Provincial People's Committee assigned the Department of Agriculture and Rural Development, the Provincial Police, the Department of Natural Resources and Environment, the Department of Transport, and the Provincial Irrigation Works Exploitation Company Limited to guide and support the People's Committee of Ninh Giang district in the process of handling violations on Dai Phu Giang canal and T6 canal of Hiep Le pumping station to ensure progress and compliance with legal regulations.
