According to the US State Department, Ibrahim Aqil, also known as Tahsin, is a member of the Jihad Council - Hezbollah's highest military body. The US has decided to offer a reward for information leading to his arrest, exactly 40 years after the bombing of the US Embassy in Beirut, Lebanon.

On April 18, 1983, the U.S. Embassy in Beirut was almost completely destroyed in a suicide car bombing by Hezbollah members. The bombing killed 63 people, including the bomber and 17 Americans.
