Shorten procedure time
Mr. Nguyen Van Truong in An Thuong commune (Hai Duong city) recently had to do the procedure of separating his household registration. Instead of having to go to the city police as before, he can now do this procedure right at the commune police, which is very convenient and quick. This is one of the notable new points of the Law on Residence. Assigning the authority to handle permanent and temporary residence registration to the commune police has created favorable conditions for people to do it right at the grassroots level, saving time and effort.
In addition, the conversion of the method of residence management from manual paper books to technology-based management, through a software system, creates conditions for citizens not to have to make copies of documents when performing administrative procedures and civil transactions. The settlement of residence registration procedures and the updating and editing of information on citizens' residence are carried out on the software system, faster, more convenient and more accurate. In addition, the new regulation abolishes a number of procedures for settling residence conditions, shortens the time for settling permanent residence registration procedures, creating favorable conditions for people.
According to Lieutenant Colonel Pham Chien, Deputy Head of the Department of Administrative Management of Social Order, Provincial Police, the 2020 Law on Residence takes effect from July 1, 2021 with many new and important points, better ensuring citizens' right to freedom of residence, strengthening residence management, population management, improving the effectiveness and efficiency of state management of residence.
Prepare the conditions well
To effectively implement the new Law on Residence, the Provincial Police have advised the Provincial People's Committee to issue a plan to implement the 2020 Law on Residence and Decree No. 62/2021/ND-CP of the Government. The plan identifies specific tasks, completion progress and coordination work of departments, branches, district-level People's Committees and related agencies and units. The Provincial Police also developed its own plan and assigned specific tasks within the police force.
Since its implementation, the Provincial Police have directed units to consolidate, organize, and arrange staff in charge of administrative management in 235 communes, wards, and towns in the province. Units have prepared facilities and technical infrastructure to receive and handle residence registration procedures according to new regulations.
The provincial and district police have organized training for 100% of officers and soldiers in charge of administrative management. The training content includes in-depth legal knowledge on new points of the 2020 Law on Residence, documents guiding the implementation of the Law on Residence; training, instructions on operations, how to use the software of the National Population Database system, instructions on practical operations on the system for records of receiving registration for permanent residence, temporary residence, temporary residence, etc.
The provincial police focus on disseminating the Law on Residence to the people in many forms. The unit has developed a set of documents to disseminate the Law on Residence and related documents; coordinated with Hai Duong Newspaper, Provincial Radio and Television Station to produce news, articles, and columns to disseminate the Law on Residence. The police of districts, towns, cities, and commune-level police coordinate with district radio stations and grassroots radio stations to widely disseminate to the people.
In addition to the advantages, the implementation of the Law on Residence in recent times has encountered some difficulties.
