Kinh Mon realizes the goal of a type III urban area

Focus on investment in construction and urban beautification

According to the national urban classification plan for the period 2021-2025 approved by the Prime Minister and the urban development program of Hai Duong province until 2020, with a vision to 2030, Kinh Mon town is oriented to be built and upgraded to meet the criteria of a type III urban area before 2025. In order to gradually build an urban area to complete the criteria of a type III urban area, Kinh Mon town has a specific and clear urban development program to overcome the missing and weak criteria.

In the past time, along with the completion of the zoning plan and the general plan of communes and towns, a list of priority projects and works has been identified for implementation. The town has focused on mobilizing all resources to invest in urban development and traffic infrastructure development. Investment phases are focused on prioritizing projects and works that are the driving force for urban development. Wards focus on building and improving the quality of civilized urban streets, mobilizing resources to build lighting lines in residential areas.

In 2023, Phu Thu Ward completed 3 projects including expanding the roadbed, road surface and building a public lighting system on Le Hong Phong Street, 1.5 km long; expanding the roadbed, road surface and building a public lighting system on Lane 52, Nguyen Thi Minh Khai Street, nearly 1.5 km long and expanding the road surface, building a drainage channel roof on Hoang Hoa Tham Street, nearly 400 m long. In 2024, Phu Thu Ward will deploy 4 more projects and works, mainly focusing on the missing and weak criteria in the construction of a type III urban area such as expanding the roadbed, road surface, building a public lighting system, replacing trees, paving stones, sidewalk bricks, etc.

Ms. Truong Thi Bon, Chairwoman of Phu Thu Ward People's Committee said: "The ward has divided the projects into phases and developed a plan to implement each part of the work. The entire investment capital for the implementation of 7 urban beautification projects and works is contributed by the people. The urban construction and beautification activities have been launched as a peak period for all classes of people, agencies and businesses to actively participate and respond."

In March 2023, Hiep An Ward established a Steering Committee for building civilized urban areas and civilized streets, and established 4 teams to build civilized streets in residential areas. The Ward People's Committee directed, organized meetings and deployed to residential areas for synchronous implementation.

According to the People's Committee of Hiep An Ward, in 2023, residential areas invested nearly 1.3 billion VND to install 17 km of power lines with nearly 400 lighting bulbs. All of this money was voluntarily contributed by the people. In early 2023, the ward registered to build 8 civilized streets. Up to now, through preliminary scoring, all 8 streets have achieved scores of 92-96/100 points. The remaining 2 criteria that have not been met are urban traffic and urban information and communication, which the ward will continue to complete in 2024.

Continue to improve the criteria

According to the Urban Management Department of Kinh Mon Town, as of July 2023, the total score of the type III urban criteria of Kinh Mon Town reached about 77.87/100 points. Of the 63 type III urban criteria, Kinh Mon Town had 50 criteria met and exceeded, while 13 criteria were not met. With the drastic implementation of the entire political system and the consensus of the people, by early December, the total urban score of Kinh Mon Town according to the type III urban criteria reached more than 85 points. The town had 55 criteria met and exceeded, with only 8 criteria not met, including lighting, green buildings, the rate of urban wastewater treated to meet technical standards, etc. According to regulations, the minimum total score to be considered a type III urban area must reach 75 points. Thus, Kinh Mon Town has met the conditions to organize a project to propose recognition as a type III urban area.
