Kinh Mon focuses all resources on building infrastructure, urban type III criteria

The conference frankly pointed out the shortcomings of the Town Party Committee in the past half term. That is, the results of implementing a number of projects and plans up to the preliminary review time still have many groups of indicators and indicators of socio-economic development components that have not been achieved compared to the target; The Type III urban project is slow to be established; there is a lack of initiative in organizing the implementation between establishing urban development programs, urban architecture management regulations and adjusting the town's general planning; the progress of establishing a number of plans is still slow, greatly affecting investment attraction, source-generating projects and slowing down the progress of a number of works and projects compared to the plan; although agricultural production activities have many products of the golden brand of Vietnamese agriculture, there is still a lack of synchronization in production areas, products are not yet commodity-like and have low economic value...

To successfully implement the goal of the Resolution of the 25th Town Party Congress "Building Kinh Mon town to become a type III urban area before 2025 and a city before 2030", the Town Party Committee has proposed many key solutions. That is, completing and synchronizing the planning with the adjustment of the town's general planning; developing detailed plans to implement the planning after approval; focusing on site clearance for works and projects; concentrating all resources on building infrastructure, type III urban criteria; continuing to renovate the urban area; establishing and submitting for approval the urban development program, urban architecture management regulations in 2023 as a basis for state management of construction and urban architecture. Surveying and seriously and objectively evaluating the satisfaction of people, organizations and businesses to gain experience in direction and operation; gradually resolving outstanding issues regarding the smoke and dust environment of factories...

In the past half term, the Town Party Executive Committee has innovated its leadership methods; been creative and decisive in action. Immediately after the 25th Town Party Congress, an action program was developed and issued, many plans and projects were deployed to put the resolution into practice. The Town Party Executive Committee has strengthened inspection and supervision, issued many directives and resolutions to direct and promptly remove obstacles and difficulties, synchronously implement solutions for socio-economic development, ensure national security and defense; build and rectify the Party and the political system to be clean and strong. The Town Party Executive Committee has focused on leading the implementation of 4 breakthrough tasks.

As a result, the Town Party Committee has achieved 3 targets exceeding the target, 6 targets completing the plan. The average growth rate of total production value of Kinh Mon town in the period of 2021-2023 is estimated at 10.5%/year. Of which, agriculture, forestry and fishery increased by 3.8%; industry - construction 11%; services 8.4%. Shifting the economic structure towards gradually reducing the proportion of agriculture, increasing the proportion of industry - construction and services; the labor structure shifts in line with the urbanization process. Average income per capita in 2023 is estimated at 92.5 million VND, an increase of 37% compared to 2020 (67.5 million VND).

The Resolution of the Town Party Congress for the 2020-2025 term identifies 11 key project categories. Currently, 1 project and 3 component categories have been completed; 6 categories have been and are being implemented. However, 2 project categories were determined to be uncompleted, so the Town People's Council proactively proposed to remove them from the plan; 2 project categories have not yet determined the location and investment form.

At the conference, the Town Party Committee discussed and agreed to adjust 9 component indicators compared to the Congress resolution (including labor structure in agriculture, forestry and fishery; labor structure in industry and construction; labor structure in service sector; rate of kindergartens meeting national standards; rate of primary schools meeting national standards level II; rate of people participating in health insurance; rate of working-age workers participating in social insurance; number of hospital beds/10,000 people; rate of cultural villages and residential areas)...
