The Investigation Police Agency of Thanh Ha District Police has initiated a case of disturbing public order in Tan Viet Commune, prosecuting the defendants: Pham Thi Th. (born in 1962), Tran Van T. (born in 1981, in Tan Viet Commune, Thanh Ha), Hoang Thi T. (born in 1956, in Thanh Son Commune, Thanh Ha), Pham Thi B. (born in 1964, in Hai Phong) for disturbing public order. These subjects are being subject to preventive measures and temporary detention for 3 months.
Previously, at around 6:00 a.m. on December 12, officers from the Thanh Ha District Civil Judgment Enforcement Office came to the house of Mr. Pham Van Xuyen (born in 1964, in Ngoc Lo village, Tan Viet commune) to announce the postponement of the enforcement of the judgment on his family's property, when about 200 people gathered there. The working group propagandized, explained, and mobilized the people to disperse but was unsuccessful. After that, some people gathered in groups, calling on the surrounding people, shouting, holding the national flag and walking along Ngoc Lo village road to the Tan Viet - Hong Lac inter-commune road.
The group of people shouted and agitated everyone at the gate of Tan Viet Commune People's Committee. The incident lasted until 4 p.m. the same day, causing serious traffic jams on Tan Viet Commune's roads, negatively affecting security, hindering and suspending the activities of Tan Viet Commune People's Committee. During the incident, some subjects recorded videos and posted them on social networks, calling on the online community and surrounding people to protest against the enforcement of the sentence against Mr. Xuyen. Thanh Ha District Police investigated and identified the troublemakers, and issued a decision to prosecute the defendants.
The incident arose from the implementation of the decision to enforce the judgment on property division of the Thanh Ha District People's Court and the Hai Duong Province People's Court against Mr. Xuyen and his wife. Due to limited legal awareness, Mr. Xuyen did not agree with the court's judgment and did not agree to divide the property after the divorce with his wife, Ms. Nguyen Thi Lanh. In addition, Mr. Xuyen was incited by some people who lacked legal knowledge, so he showed signs of indignation. Mr. Xuyen had mobilized a large number of people and had acts of obstructing and opposing the execution and enforcement of the judgment.
On December 12, the Thanh Ha District Civil Judgment Enforcement Office planned to enforce the judgment against Mr. Xuyen. However, due to the lack of preparation for ensuring political security and social order and safety, the enforcement agency announced a delay in the enforcement of the judgment against Mr. Xuyen.
